The province has issued many legal documents specifying the Central Government's guidelines and policies, and at the same time issued specific local policies to suit the forest management situation in the area. The most recent is Document No. 317/UBND-TC dated September 22, 2025 of the Provincial People's Committee sent to provincial departments, branches and sectors; People's Committees of communes, wards and special zones on "strengthening forest management and protection, combating, preventing and handling violations of the law in the area".

The work of systematizing and reviewing documents is focused on detecting contradictions and overlaps and promptly proposing amendments, abolitions or new issuances.
In addition to the legal system, the dissemination and training of laws are synchronously deployed to forestry management officers, forest rangers and people through the organization of conferences, training courses and news articles on mass media, electronic information portals, etc. Thanks to that, awareness of rights and obligations in forest management, allocation and conversion of forest use purposes is gradually raised; people are guided to implement requirements such as planting replacement forests when converting forest use purposes, complying with the planning of 3 types of forests, etc.
Human resources in forest management and protection have also been improved and consolidated. The Provincial Forest Protection Department is the core in advising, inspecting and handling violations. The entire system has 17 subordinate units with a total staff of 235 civil servants and public employees. The units have been equipped with vehicles, tools and weapons according to regulations to serve patrolling, controlling and handling violations.

From 2021 to 2024, the Provincial Forest Protection Department has detected, arrested, and filed 11 violations related to forest use conversion. The prosecution agency has prosecuted 41 cases/33 defendants for the crime of "Forest Destruction" and a number of cases of "Violating regulations on forest exploitation and protection and forest products", ensuring the right criminal prosecution for the right person and the right crime.
In the first 8 months of 2025, the Provincial Police Department prosecuted 1 case with 3 defendants for the crime of "Violating regulations on forest exploitation and protection and forest products" occurring at Hoanh Bo Forestry One Member Co., Ltd.; concluded the investigation and proposed to prosecute 1 case with 5 defendants for the crime of "Violating regulations on resource exploitation" occurring in area 6, sub-area 9 of Trang Luong commune, old Dong Trieu city (now Binh Khe commune). The Forest Ranger force verified 4 cases with signs of forest destruction in Ky Thuong commune, Hai Lang commune, and Tien Yen commune.
The province aims to plant 5,000 hectares of new large timber forests by the end of 2025; to date, more than 4,500 hectares have been planted and protected. Along with that, the work of planting forests to cover bare land, bare hills and restoring degraded land has been promoted with nearly 3.58 million scattered trees planted across the province.

Quang Ninh also focuses on developing forestry according to high value chains. The province has granted FSC sustainable forest certification to more than 36,000 hectares and approved sustainable forest management plans for many forest owners, which is a step forward in linking production, conservation and market. In the first 9 months of 2025, the area of concentrated forest plantation in the area reached 34,840 hectares; timber exploitation output reached more than 1 million m3 .
In addition to the achievements, law enforcement in forest management and protection still has limitations. The provincial police discovered that some households took advantage of the small security force of enterprises, the difficult terrain, and the lack of regular patrols and controls to destroy protective forests and production forests of enterprises assigned land by the Provincial People's Committee; and there was also the phenomenon of encroachment on forest land assigned to enterprises.
This requires management, inspection and handling of violations to be continuously strengthened; continue to perfect the legal framework to suit changes in land use planning, infrastructure development needs, environmental protection and biodiversity conservation in the province in the coming time.
