Speeding up the progress of Bien Hoa - Vung Tau Expressway Project: Dong Nai adds subcontractors, transfers workload

2 construction packages have not met the plan

Component 1 of Bien Hoa - Vung Tau Expressway Project has a total length of 16km, starting point connecting with Vo Nguyen Giap Street, Phuoc Tan Ward, Dong Nai Province and ending point in Long Thanh Commune, Dong Nai Province. The project has 2 main construction packages.

After initial difficulties with land, the project site clearance has now been completed. However, the progress of the two construction packages has not yet met the requirements.

According to the Provincial Construction Investment Project Management Board, for Component Project 1, Bien Hoa - Vung Tau Expressway Project, the capital disbursed from the beginning of the project to date is nearly VND 1,400 billion out of the total capital of more than VND 1,900 billion arranged according to the capital plan until the end of 2025, reaching a disbursement rate of 72%.

According to Mr. Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board: The construction progress of the bid packages in the third week of September 2025 shows that both construction packages of the project are still behind schedule.

Specifically, for construction package No. 18, the total construction volume to date has reached nearly VND 554 billion out of a total contract value of more than VND 1,200 billion, reaching 44% of the signed contract value and 19% behind schedule.

Meanwhile, for construction package No. 21, the total construction volume to date has reached nearly 686 billion VND out of the total package value of more than 1,200 billion VND, reaching more than 55% of the contract value and 11% behind schedule.

According to the Provincial Construction Investment Project Management Board, the construction situation in week 3 of September 2025 also showed that many construction items of some contractors in 2 packages have not met the weekly plan, such as: Truong Son Construction Corporation has not met the plan for the K95 roadbed embankment and soil cement pile construction (CDM); Trung Nam Construction and Installation Joint Stock Company has not met the plan for the K95 roadbed embankment; 479 Hoa Binh Joint Stock Company has not met the plan for the pier body, abutment base, I33 girder, super T girder of the Ham Nghi overpass.

Deal with slow contractors

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Nai Provincial People's Committee Vo Tan Duc, for Component 1 of the Bien Hoa - Vung Tau Expressway Project, the technical traffic completion date is before December 19, 2025, in accordance with the Prime Minister 's direction. This is a deadline that cannot be postponed.

Therefore, the Provincial People's Committee has also requested the Provincial Construction Investment Project Management Board to be resolute in implementing solutions to speed up the project progress. This includes adding subcontractors and transferring the construction volume of slow contractors to compensate for the delayed progress.

According to the Provincial Construction Investment Project Management Board, in early September 2025, the contractor, Hai Dang Joint Stock Company (construction package No. 21), sent a document to the unit proposing to transfer the construction volume of this unit to other contractors in the consortium constructing the package.

Specifically, according to Mr. Pham Van Dai, Deputy General Director of Hai Dang Joint Stock Company: To ensure the completion of technical traffic before December 19, 2025 according to the direction of the Provincial People's Committee, the unit proposed to transfer the volume of work undertaken by the contractor, including work items of the route section longer than 1.3km (from Km11+460 - Km 12+810) to other contractors in the consortium of the construction package to continue to implement to ensure progress. The proposed route section has a construction volume worth more than 122 billion VND.

Most recently, on September 12, 2025, the Provincial Construction Investment Project Management Board also issued a document approving the addition of subcontractors to participate in the construction of the remaining items of the bridge at Km4+443 and the section from Km0+000 - Km6+200 under construction package No. 18 by Hoa Binh 479 Joint Stock Company.

Accordingly, based on the assessment of the subcontractor's capacity by the supervising consultant and the proposal of Hoa Binh 479 Joint Stock Company, the Provincial Construction Investment Project Management Board approved 368 Construction Joint Stock Company as the subcontractor to participate in the construction of the remaining volume of the above items.
