Bac Ninh: Timely remove obstacles, speed up progress of traffic projects

BAC NINH - On the morning of October 3, Mr. Phan The Tuan, Vice Chairman of the People's Committee of Bac Ninh province, worked with the Civil and Urban Development Project Management Board No. 1 to grasp the situation and remove some difficulties and obstacles in implementing a number of traffic construction investment projects. Also attending were representatives of leaders of a number of relevant departments and branches.

Currently, the Civil and Urban Development Project Management Board No. 1 is implementing 46 projects in the transport sector. Of which, 5 projects are preparing for investment, 13 projects are being implemented, 28 projects have been completed and are being finalized. The projects are concentrated in the communes: Tan Yen, Hiep Hoa and the wards: Viet Yen, Bac Giang . The planned capital allocated for the projects this year is more than 415 billion VND, the accumulated capital from the beginning of the project is more than 5,141 billion VND. The disbursement value from the beginning of the year to now is nearly 189 billion VND, the accumulated disbursement is more than 3,985 billion VND.

Reporting at the meeting, the investor representative stated that currently, in the implementation process, many projects are facing difficulties and obstacles. Specifically, 2 projects: Construction of the road connecting National Highway 17 with the Hanoi - Bac Giang Expressway through Yen Lu Industrial Park, Yen Dung Ward and Van Trung Industrial Park, Nenh Ward; the road connecting the cultural and sports complex of Viet Yen Ward to Tu - Duong Huy Road is being implemented but has not yet completed the conversion of land use purpose. In addition, 19 projects have been completed and are being submitted for final settlement but have not yet completed the conversion of land use purpose.

Not only that, most of the projects being implemented are facing difficulties in site clearance, affecting the construction progress. Typical projects include: Investment in the construction of the road connecting Ring Road 4 with Ha Bac Bridge, Viet Yen Ward; construction of the road from Provincial Road 295 to Provincial Road 298, Tan Yen Commune; road connecting Provincial Road 296 with Ring Road 4, Hiep Hoa Commune; the main road of the Southwest connecting from A Lu Bridge to the end of Da Mai Ward; renovation and upgrading of the road from National Highway 1A through Thuyen residential group, Bac Giang Ward; construction of the road from Provincial Road 298 to Co Deo, Viet Yen Ward; traffic road of Hop Thinh Commune...

Comrade Nguyen Van Do, Director of Civil and Urban Development Project Management Board No. 1 reported on the implementation of traffic projects.

Faced with the above reality, the Management Board of Civil and Urban Development Project No. 1 requested the Provincial People's Committee to direct the People's Committees of wards and communes with ongoing projects to strengthen propaganda and mobilize people to hand over the site so that the construction unit can soon have the site. At the same time, allow the extension of the contract implementation period for the construction package of the project to renovate and upgrade the road from National Highway 1A through Thuyen residential group, Bac Giang ward to December 30, 2025 to resolve the existing problems of the project.

The Provincial People's Committee considers allowing the investor to adjust the road project from Provincial Road 298 to Co Deo, Viet Yen Ward in the direction of approving the adjustment to reduce the area of ​​road expansion, without affecting the exploitation and use of the project for final settlement.

The Department of Agriculture and Environment advised the Provincial People's Committee to submit to the Provincial People's Council additional land use planning to have a basis for changing land use purposes for projects that are stuck...

After listening to the report and opinions at the working session, comrade Phan The Tuan stated that, based on the assigned functions and tasks, the Management Board of Civil and Urban Development Project No. 1 continues to urge, inspect, and direct the completion of ongoing projects. At the same time, actively coordinate with departments, branches, and People's Committees of wards and communes to remove difficulties in compensation and site clearance, and change land use purposes to have land, ensuring the progress of project construction.

The comrade agreed to allow the Management Board of Civil and Urban Development Project No. 1 to coordinate with relevant units to complete the procedures for requesting permission to adjust investment policies and adjust investment projects for a number of necessary projects.

Along with that, the Civil and Urban Development Project Management Board No. 1 coordinated with the Department of Finance to organize the review, appraisal and approval of final settlement for completed projects, in which priority was given to projects that had completed technical documents, acceptance and handover; promptly reported to the Provincial People's Committee to remove difficulties for each specific project...
