Speeding up the implementation progress of the North-South high-speed railway project through Da Nang city

DNO - On the afternoon of August 22, Alternate member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet chaired a meeting with relevant units on the implementation of the North-South high-speed railway project through Da Nang City.

At the meeting, representatives of management boards and the City Land Fund Development Center reported on the project implementation status, pointed out difficulties and problems, and recommended that city leaders pay attention and direct them to promptly resolve them.

According to the Quang Nam Traffic Construction Investment Project Management Board, it is necessary to soon unify the location and detailed planning of resettlement areas and cemeteries; and to implement two compensation sub-projects to the North and South of Thu Bon River.

In addition, it is recommended that the Department of Finance promptly advise the City People's Committee on matters related to funding for project implementation.

Regarding construction material sources, for some stone quarries proposed in the project, it is recommended that the Department of Agriculture and Environment promptly provide guidance on completing procedures for granting mining licenses according to regulations.

In his concluding remarks, Chairman of the City People's Committee Luong Nguyen Minh Triet agreed on the policy of implementing two sub-projects on compensation clearance in the North and South of Thu Bon River, as well as the policy of early implementation of the relocation of graves. At the same time, he directed the Department of Finance to urgently advise on funding, including procedures for advancing local budget capital to implement the project; propose investment procedures, and adjust investment policies of related projects to serve the implementation of the project.

The City Land Fund Development Center urgently deploys specific plans, compensation plans, site clearance, and land price determination. The Department of Agriculture and Environment urgently reviews and notifies localities and units, especially the City Traffic and Agricultural Construction Investment Project Management Board and the Quang Nam Traffic Construction Investment Project Management Board to proactively source construction materials during the construction of resettlement areas as well as during the project implementation process.

The Chairman of the City People's Committee requested the Department of Construction to regularly contact and propose adjustments to directions and routes in order to minimize site clearance. The Department of Agriculture and Environment urgently completes policies on compensation, resettlement support, and site clearance.

The two management boards surveyed the needs for arrangement, checked and updated legal documents. The Land Fund Development Center advised the City People's Committee to establish two working groups for project site clearance; coordinate with the Propaganda and Mass Mobilization Department of the City Party Committee to develop a set of documents to serve propaganda work, and establish propaganda teams. At the same time, localities where the project passes through must establish propaganda and mobilization teams in the area; establish a Steering Committee, with the Party Committee Secretary as the Head of the Steering Committee.

The People's Committees of communes and wards where the project passes through shall coordinate with the Land Fund Development Center and project management boards to urgently complete and issue decisions to establish a Council for compensation for damages and resettlement support, in which the Chairman of the People's Committee is the Chairman of the Council.

The Department of Construction coordinates with the People's Committees of wards and communes where the project passes and relevant units to continue reviewing and proposing specific policies for timely implementation to ensure project progress.
