Quang Ngai needs to completely resolve the problems in land acquisition for the Quang Ngai - Hoai Nhon expressway.

(Chinhphu.vn) – Quang Ngai province has handed over the entire main route of the Quang Ngai – Hoai Nhon Expressway Project, but there are still 14 lingering problems. The Ministry of Construction requires that these problems be resolved by October 15 at the latest to ensure progress in accordance with the direction of the Government and the Prime Minister.

Quang Ngai - Hoai Nhon Expressway still has many problems

The Quang Ngai – Hoai Nhon Expressway Project belongs to the North – South Eastern Expressway Construction Project in the 2021–2025 period, with a total length of more than 88 km, of which the section passing through Quang Ngai province is more than 60 km long. The project is invested by Project Management Board 2 ( Ministry of Construction ), started on January 1, 2023, and is expected to be completed and put into operation in December 2025.

According to the report of the Department of Construction of Quang Ngai province, up to now, the locality has completed 100% of the site clearance work for the entire main route, handing over the site to Project Management Board 2 for construction; at the same time, the construction has been completed and put into use all 23/23 resettlement areas, and all public works within the main route have been relocated.

Regarding the adjusted and supplemented area, 4/9 communes with the project passing through have handed over 100% of the site; the remaining localities have approved 72% of the plan and handed over 77% of the site.

However, there are still 14 unsolved problems. Specifically, among the 9 commune-level localities where the project passes through, there are 5 localities that have not completed the site clearance work, including Dinh Cuong, Lan Phong, Nguyen Nghiem, Khanh Cuong communes and Duc Pho ward, with a total of 14 problems. Some problems have lasted for many months, directly affecting the construction progress.

Quang Ngai is expected to be basically completed by the end of 2025.

In particular, at some locations, people have set up camps and sent guards day and night, hindering the contractor's construction activities. This is currently the biggest difficulty in project implementation.

According to Director of Project Management Board 2 Le Thang, if the problems are not completely resolved before October 15, it will be very difficult to ensure the overall progress due to the rainy season weather, making it impossible to construct asphalt concrete simultaneously.

At a recent working session with the People's Committee of Quang Ngai province, Deputy Minister of Construction Nguyen Viet Hung requested localities and relevant units to focus on thoroughly resolving existing land issues and completing the project before the deadline of October 15. This is a decisive condition to ensure the goal of completing the project by the end of 2025.

The Deputy Minister noted that during the process of appraisal, payment of support and compensation to people, investors and contractors need to develop a specific and feasible plan, clearly stating the date and time of appraisal, payment date and time, and commitment to implementation progress. Meeting and mobilizing people must be associated with a clear commitment: Which houses and localities will be appraised this week, and closely coordinate with local authorities to implement.

Regarding construction work, Deputy Minister Nguyen Viet Hung requested contractors and investors to speed up progress, especially in sections where there are no more problems but progress has not met requirements; focus on completing each item, ensuring disbursement and settlement on schedule.

Regarding site clearance, the Ministry of Construction has sent a telegram to the Provincial Party Secretary and Chairman of the People's Committee of Quang Ngai province, requesting close coordination and resolving all remaining problems and issues. According to the plan, the project must be completed in December 2025.
