Quang Minh Commune: Chi Dong New Urban Area is still messy after 20 years

According to Mr. Luu Duc Binh, expert of the Economic Department, Quang Minh Commune People's Committee, the Chi Dong New Urban Area project, invested by a consortium of Construction Joint Stock Company No. 9 and CEO Investment Joint Stock Company, was approved by the People's Committee of Vinh Phuc Province (old) in Decision No. 1663/QD-UB dated May 28, 2004. On June 18, 2008, the Provincial People's Committee issued Decision No. 1962/QD-UBND allocating land in phase I to the investor, including more than 157,000m2 ^of land with land use fees and more than 113,000m2 ^of land without fees for public infrastructure construction.

The total land area of this project is about 66.8 hectares. Of which, the area that has been compensated is 52.67 hectares, the remaining 17.35 hectares have not been cleared.

Therefore, at the site, the project land was abandoned, many places were wild and overgrown with weeds, interspersed with rough-built houses that had been left empty for many years. Some newly constructed internal roads were degraded, many sections were used by people to gather materials, making the landscape even more shabby.

Local residents said that many households lost their agricultural land but have not received full compensation. Households still living on the project land are in a situation of “not being able to leave, not being able to stay” because they cannot rebuild or repair their houses. The prolonged suspension of planning has made people’s lives unstable, their livelihoods difficult, while the urban appearance has been severely affected.

Through investigation, Hanoi Moi Newspaper reporters learned that the main reason for the project's slow progress is problems with compensation policies.

Accordingly, from 2004 to 2009, the investor paid the households according to the plan of Vinh Phuc Provincial People's Committee. But after Me Linh district merged into Hanoi , many households requested to apply the compensation price according to Hanoi's price frame, which was higher than the price previously approved by Vinh Phuc province.

This difference has caused many households to resolutely refuse to hand over their land, leading to a deadlock in site clearance. In addition, the project has had to be temporarily suspended to coordinate with the Capital City Master Plan and zoning plan, causing further delays.

In recent years, Hanoi has issued many directives to remove obstacles in this project. In 2019, the Department of Natural Resources and Environment issued Inspection Conclusion No. 1782/KLTT-STNMT-TTr; in 2021, the City People's Committee issued Decision No. 4554/QD-UBND to establish an interdisciplinary inspection team, requesting the investor to complete the dossier to adjust the detailed planning 1/500 and adjust the investment policy.

In August 2023, the Office of the Hanoi People's Committee continued to issue Notice No. 383/TB-VP on the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, emphasizing the responsibility of the joint venture investor in accelerating the project's progress. However, up to now, the situation of vacant land, unfinished works, and degraded roads at the above project still exists.

According to Mr. Luu Duc Binh, the project documents are still being reviewed, and problems in compensation and support will be considered and resolved according to the direction of the Hanoi People's Committee.

In the coming time, the People's Committee of Quang Minh commune will guide the investor and consult with the relevant authorities to jointly remove difficulties, promote project progress, prevent prolonged waste and affect people's lives.
