The Central Inspection Committee decided to expel Nguyen Quang Huy, Party Secretary and Director of Project Management Board 4, and Vu Hai Tung, Party Secretary and Head of the Road Construction Investment Management Department from the Party.

From November 11 to 13, in Hanoi, the Central Inspection Commission held its 50th meeting. Politburo member, Standing member of the Secretariat, Head of the Central Inspection Commission Tran Cam Tu chaired the meeting.
At this Session, the Central Inspection Commission reviewed and concluded the following contents:
Implementing the direction of the Central Steering Committee on preventing and combating corruption, waste and negativity; after reviewing the inspection results when there were signs of violations and the review results, proposing disciplinary action against the Party Committee of the Ministry of Transport , the Central Inspection Committee found that the Party Committee of the Ministry of Transport for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Ministry of Transport and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of bidding packages and projects implemented by Thuan An Group Joint Stock Company; a number of cadres and party members, including key cadres of the Ministry, violated Party regulations and State laws on preventing and combating corruption, waste and negativity, violated regulations on what party members are not allowed to do and the responsibility to set an example.
The above violations have caused serious consequences, risking huge losses of State money and assets, causing bad public opinion, reducing the reputation of Party organizations and State management agencies, to the point of requiring disciplinary action.
Personal responsibility for the above violations and shortcomings belongs to Mr. Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of Central Agencies, former Secretary of the Party Committee, Minister of Transport; Le Dinh Tho, former member of the Party Committee, Deputy Minister of Transport and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violations; based on Party regulations, the Central Inspection Committee decided to take disciplinary action: Expelling from the Party Nguyen Quang Huy, Party Committee Secretary, Director of Project Management Board 4; Vu Hai Tung, Party Committee Secretary, Head of the Road Construction Investment Management Department.
Remove from all Party positions: Nguyen Thanh Van, Deputy Director of the Department of Construction Investment Management, former Party Committee Secretary, Director of Project Management Board 85; Phan Duy Khanh, Member of the Party Executive Committee of Project Management Board 85, Party Cell Secretary, Head of Planning and Synthesis Department; Vuong Dinh Kieu, Deputy Head of Technical - Appraisal Department, Project Management Board 6, former Party Cell Secretary, Head of Planning and Technical Department, Project Management Board 4.
Warnings to the Party Committees: Vietnam Road Administration, Project Management Board 4, Project Management Board 85 for the 2020-2025 term; Party Committee of the Ho Chi Minh Road Project Management Board for the 2015-2020 term; Party Committee of the Road Construction Investment Management Sub-Department for the 2022-2025 term and Mr. Lam Van Hoang, Party Committee Secretary, Director of the Vietnam Expressway Administration; Nguyen Xuan Anh, Party Committee Member, Deputy Director of the Vietnam Road Administration; Nguyen Thanh Hoai, Party Committee Secretary, Director of Project Management Board 85.
Reprimands for the Standing Committee of the Party Committee of the Ministry of Transport for the 2020-2025 term; the Party Committees: Department of Construction Investment Management, Ministry Inspectorate for the 2020-2025 term and Mr. Le Dinh Tho, former member of the Party Committee, Deputy Minister; Le Quyet Tien, Party Committee Secretary, Director of the Department of Construction Investment Management; Bui Quang Thai, Party Committee Secretary, Director of the Vietnam Road Administration; Nguyen Xuan Cuong, Party Cell Secretary, Director of the Transport Department.
The Central Inspection Commission has decided to discipline 14 other party members involved.
The Central Inspection Committee proposed that competent authorities consider and discipline the Party Committee of the Ministry of Transport for the 2021-2026 term and Mr. Nguyen Van The.
The Central Inspection Committee requested the Party Committee of the Ministry of Transport to lead and direct the timely correction of violations and shortcomings pointed out; coordinate in directing the review, consideration and handling of responsibilities of party organizations and party members with violations according to their authority.

Reprimand the Standing Committee of the Party Committee of the Vietnam Federation of Commerce and Industry for the 2015-2020 term and Mr. Pham Tan Cong, Secretary of the Party Committee, Chairman; Hoang Quang Phong, Deputy Secretary of the Party Committee, Vice Chairman; Party Committee members, Vice Chairmen: Vo Tan Thanh, Bui Trung Nghia; Mr. Phan Hong Giang, Party Committee member, Member of the Standing Committee of the Party Committee, Head of the Party Committee's Organization Committee, Deputy Secretary General, Chief of the Party Committee's Office, Head of the Organization - Personnel Committee of the Vietnam Federation of Commerce and Industry.
The Central Inspection Commission has decided to discipline eight party organizations and four other party members involved. The Central Inspection Commission has requested competent authorities to consider and discipline the Party Delegation of the Vietnam Federation of Commerce and Industry for the 2015-2020 and 2021-2026 terms.
Also at the Session, considering the Report on the results of the proposal to discipline party members who violated the rules at the Tra Vinh Provincial Party Committee, the Central Inspection Committee found that: Mr. Tran Van Ven, during his tenure as a member of the Executive Committee of the Central Enterprises Party Committee, Party Secretary, Chairman of the Board of Members of the Southern Food Corporation, had degraded in political ideology, ethics, lifestyle, violated regulations on what party members are not allowed to do and exemplary responsibilities, violated Party regulations and State laws in performing assigned duties and tasks, in land management and use, causing very serious consequences, public outrage, and negatively affecting the reputation of the party organization and the agency and unit he worked for.
Pursuant to Party regulations, the Central Inspection Committee proposed that competent authorities consider and discipline Mr. Tran Van Ven.
Considering the results of the supervision of the Provincial Party Committee Standing Committee and the Standing members of the Dak Nong Provincial Party Committee, the Central Inspection Committee requested the Provincial Party Committee Standing Committee and the Standing members of the Dak Nong Provincial Party Committee to continue to promote their strengths; seriously review and promptly overcome violations and shortcomings in leadership, direction, and organization of the implementation of the Working Regulations; personnel work; management and use of land, resources, minerals, and declaration of assets and income.
Considering the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party, inspection of party finances for the Provincial Party Committee Standing Committee and the Provincial Party Committee Inspection Committee; inspection of asset and income declarations for comrades of the Standing Committee of the Tra Vinh Provincial Party Committee, the Central Inspection Committee found that: In addition to the advantages and achievements, the inspected party organizations and party members also had a number of violations and shortcomings in leadership, direction, and organization of the implementation of inspection, supervision and disciplinary enforcement tasks; in the management and use of Party finances and assets; and declaration of assets and income.
The Central Inspection Commission requires inspected party organizations and party members to continue promoting their strengths; seriously review, learn from experience, promptly correct violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.
Considering the results of overcoming violations and shortcomings after inspection of a number of party organizations, the Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Party Committee of the Kon Tum Provincial People's Court to continue to lead and direct the serious implementation of the conclusions of the Central Inspection Commission.
