With its large geographical area, many communes in mountainous, border and island areas, access to quality healthcare services for the people of Quang Ninh used to be a big challenge. The province has prioritized investment resources to upgrade healthcare facilities and bring new techniques to the grassroots level. Thanks to that, many cases that previously had to be transferred to higher levels are now being treated locally.
Recently, Master Doctor Pham Huy Phuc (Department of Surgery - Orthopedics - Ophthalmology - ENT, Dam Ha Medical Center) has successfully performed a complex surgery to fix the fracture of the upper end of the right humerus with alloy screws for patient TVP (31 years old, Dam Ha commune). This is a surgery that requires high precision but was safely performed right at the district level. Thanks to that, local people do not need to transfer to a higher level, but can still access modern medical services right in their hometown.
Dr. Phuc is currently one of five doctors attracted to work at Dam Ha Medical Center according to Resolution No. 28/2023/NQ-HDND on regulations on policies to attract doctors to work at a number of units in Quang Ninh province until 2025. According to the plan, the unit will continue to attract five more doctors, both to increase human resources for the Center and to support commune-level health stations.
Along with Dam Ha, many medical units in disadvantaged areas such as Binh Lieu, Ba Che, Co To… have attracted many young doctors to work, contributing to overcoming the shortage of medical human resources in mountainous and island areas. The “special treatment” policy and improved working environment help them feel secure in their commitment and dedication.
Taking care of people's health in island communes is always a big challenge. Far from the mainland, in harsh weather conditions, emergency rescue requires coordinated coordination and the spirit of "being there at any time" readiness of the medical force. On September 28, in unfavorable weather conditions, with big waves and strong winds, due to the impact of storm No. 10 (Bualoi), doctors from the Van Don Special Zone Medical Center promptly overcame the storm to provide emergency care to a patient with acute appendicitis on the third day, with complications of peritonitis on Quan Lan Island. Accordingly, at noon on September 28, in the condition that civilian boats had to temporarily stop operating due to stormy weather, the Van Don Special Zone Medical Center received urgent information from the Quan Lan Regional General Clinic. Immediately, the red alert procedure was activated, and the emergency force urgently deployed a plan to approach the island.
However, due to heavy rain, high waves, and strong winds, the ambulance could not dock as planned. At 3 p.m. the same day, with the timely coordination of the provincial Border Guard officers and soldiers, the emergency team successfully reached the island and quickly took the patient to the Van Don Special Zone Medical Center. Immediately after receiving the patient, the doctors performed laparoscopic surgery to remove the appendix, treat the inflammation, and clean the abdomen. The patient is now conscious, has stable vital signs, and is receiving intensive care.
To ensure primary health care, Quang Ninh has implemented a Comprehensive Support Program, with provincial hospitals such as the Provincial General Hospital, Bai Chay, Obstetrics and Pediatrics, Vietnam - Sweden Uong Bi, etc. directly providing professional support to medical centers in mountainous and island areas. On average, each year, upper-level hospitals conduct over 150 rounds of guidance, mentoring, and professional support for lower-level hospitals.
Along with that, the health sector also maintains mobile medical examination and treatment activities, providing free medicine to people in difficult areas such as Binh Lieu, Hoanh Mo, Ba Che, Ky Thuong, Quang Duc, Hai Son... Thereby helping people with limited travel still have access to good doctors. On average, each year, this activity brings medical services to the homes of over 17,000 people.
Quang Ninh Health Department is gradually making efforts to narrow the gap in health care, so that people in remote and difficult areas can always receive timely care and treatment. This is not only a professional job, but also a sharing and companionship with people's lives.
