In the context of complicated developments in the world and regional economy, volatile import-export markets, and extreme weather strongly affecting construction investment activities, Quang Ninh's industrial and construction sector still plays a pivotal role, contributing greatly to the province's GRDP growth. With a proactive and flexible spirit in direction and management, the province has focused on removing difficulties, promoting production and investment, creating an important foundation for the goal of sustainable growth in 2025 and the following years.

According to statistics, in the third quarter of 2025, the growth rate of the industrial and construction sector is estimated to reach about 13.02%, contributing 5.29 percentage points to GRDP growth, accounting for nearly 47% of the economic structure. In the first 9 months, this sector increased by about 11.23% over the same period. Although lower than the plan, this is still a fairly good increase in the context that many manufacturing and construction industries are under great pressure from domestic and foreign markets.

In the industrial sector, coal still plays a key role with output in the first 9 months estimated at 32.26 million tons, up 5.97% over the same period, contributing 1.4 percentage points to GRDP growth. However, the coal industry is also facing high coal inventory (about 11.4 million tons) due to slow consumption. The electricity industry slightly decreased due to the priority of mobilizing hydropower nationwide, affecting the capacity of coal-fired thermal power plants in the area.

Notably, the manufacturing industry continued to maintain a good growth momentum, estimated at 25.27% in the third quarter and 24.07% in the first nine months over the same period, contributing more than 3.2 percentage points to GRDP growth. Many key products such as televisions, headphones, vehicles of all kinds, PVC plastic floor panels, smart bracelets, etc. achieved and exceeded the plan, showing the resilience of the high-tech manufacturing sector. However, some product groups such as solar panels and electric bicycles were greatly affected by the US's reciprocal tax policies, causing output and orders to decrease significantly.

In the first 9 months of 2025, the total social investment capital in the province is estimated at 82,000 billion VND, up 11.4% over the same period, equal to 100% of the plan. Construction activities maintained a growth rate of about 9.6%, despite being affected by prolonged stormy weather and slow progress of some key projects. This is an area that plays an important role in creating jobs, stimulating investment and promoting growth of related economic sectors.

To overcome the shortcomings, Quang Ninh is focusing on accelerating the progress of large-scale investment projects with spillover effects, especially the driving forces serving long-term development goals such as: Ha Long Xanh Urban Complex, Quang Ninh LNG Power Project, High-class Complex Tourism Service Area in Van Don, Van Ninh General Port, Monbay Resort - Entertainment Complex... These are all projects of strategic significance, creating momentum for industrial, service and urban growth.

Along with strong management, the province has proactively grasped the difficulties of key sectors to have timely solutions. For the coal industry, Quang Ninh coordinated with the Ministry of Industry and Trade to propose adjusting the energy planning, prioritizing the maximum mobilization of thermal power plants' capacity. For the manufacturing and processing industry, the province has stepped up support for enterprises to find alternative markets, encouraging the introduction of new products to make up for the decline from traditional markets.

In the field of construction investment, Quang Ninh focuses on removing procedures on land, resources, and site clearance for a series of large projects; selecting typical projects with high spillover effects to start construction, inaugurate, and put up signs to welcome the 14th National Party Congress. At the same time, the province also promotes FDI attraction through administrative procedure reform, creating clean land funds in economic zones and industrial parks such as Bac Tien Phong, Texhong, Song Khoai, etc. to welcome high-quality investment capital and expand economic development space.

The industrial and construction sector continues to be the "locomotive" of Quang Ninh's economic growth, playing a leading role in the process of economic restructuring towards modernity and sustainability. With the strong determination of the entire political system, the support of businesses and timely and flexible policies, Quang Ninh is gradually overcoming difficulties, exploiting new growth potentials, aiming to become a modern industrial and service center, a dynamic development driving force of the Northern region.
