Proposing 2 options for high school graduation exams

Regarding the Draft Law on amending and supplementing a number of articles of the Law on Education, the Chairman of the Committee on Culture and Society said that there are currently two opinions on the high school graduation exam.

At the 48th Session on August 13, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Education .

Regarding the need to amend and supplement a number of articles of the Law on Education, Minister of Education and Training Nguyen Kim Son said that during the implementation of the 2019 Law on Education, a number of limitations have arisen and need to be further reviewed, amended and supplemented. In particular, the draft Law amending and supplementing Points c and d, Clause 2, Article 6 and Article 35 of the current Law aims to establish an open, flexible, interconnected, lifelong learning national education system, in line with the requirements of educational modernization.

Amending and supplementing Clause 2, Article 12 in the direction of eliminating the junior high school diploma to simplify the education management process, in line with international practices and the current context of universalizing education to junior high school.

Amend and supplement Article 32 to assign the head of the specialized agency under the provincial People's Committee to decide on the selection of textbooks; assign the specialized agency under the provincial People's Committee to organize the compilation of local educational materials, the provincial appraisal council to appraise and the provincial People's Committee to approve local educational materials.

Amending and supplementing Article 34 on transferring the authority to grant high school graduation certificates from the Director of the Department of Education and Training to the Principal.

Reviewing the draft Law, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said: Regarding diplomas and certificates of the national education system, it is recommended that the drafting agency consider abolishing the regulation on granting junior high school diplomas. Junior high school diplomas confirm the completion of the basic education stage, serving as the basis for streamlining students after junior high school.

Regarding the high school graduation exam, the Chairman of the Committee on Culture and Society said: There are two types of proposed opinions on this issue:

Firstly, the proposal is to still organize the high school graduation exam, assign the authority to set exam questions to the Minister of Education and Training; assign the authority to organize the exam to localities; study to separate the high school graduation exam from university admission;

Second, the proposal is not to organize exams but to consider high school graduation.

Mr. Nguyen Dac Vinh said that the Standing Committee of the Culture and Social Affairs supports the first type of opinion and asks for the opinion of the National Assembly Standing Committee on the above viewpoints.

Regarding tuition fees and costs of educational and training services, the Standing Committee approved the legalization of the policy of tuition exemption and support for preschool children and students studying general education programs to be consistent with Resolution No. 217/2025/QH15 of the National Assembly. It is recommended to study and supplement the regulations assigning competent authorities to preside over, guide, and implement the calculation of educational service prices; localities and educational institutions shall base on the guidance to develop and promulgate their educational service prices.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man suggested focusing on strengthening decentralization and delegation of authority in education management, with decentralization to a certain extent for the provincial and communal levels. Policies must be fair in access to education, with connectivity in the education system; implementing student streaming and organizing education levels and grades in accordance with the needs of the labor market.

At the same time, perfect the general education textbook program; perfect digital literacy, apply artificial intelligence (AI), digital transformation in education and training...

National Assembly Chairman Tran Thanh Man emphasized that the new school year 2025 has many policies to support education, so localities must ensure that all school-age children go to school, leaving no one behind. Based on the Politburo's policy, the National Assembly passed Resolution No. 217/2025/QH15 on exemption and support of tuition fees for preschool children, general school students, and students of general education programs in educational institutions in the national education system - a historic and unprecedented resolution.

Textbooks need to be reviewed to ensure they are scientific, economical, and suitable to real conditions. In addition, it is necessary to continue reviewing the confusion in implementing textbooks in localities.
