According to the draft revised Law on the Capital presented at the conference of specialized delegates on the morning of March 26, agencies and units in Hanoi are allowed to sign contracts or assign management and executive positions to talented people.
Talented people are defined as having outstanding moral qualities, qualifications, abilities and practical experience working domestically and abroad; having special works, products, achievements, merits or contributions to the development of a field or industry. Policies and regimes for talented people are stipulated by the Hanoi People's Council.
Standing member of the Finance and Budget Committee Le Thanh Van said that this is an important policy, which needs to be clearly and specifically regulated, especially the criteria for recruitment, nomination, and self-nomination. The draft must also clearly stipulate the plan for job placement for talented people, ensuring that their strengths and weaknesses are matched, so that they have the opportunity to advance, and their innovations and inventions are respected and implemented.
"We should not attract talented people and then arrange them for administrative work, it is a waste. Talented people sitting under less talented and unlucky people is a waste," Mr. Van said, suggesting that agencies supplement income tax policies, salaries, bonuses, health care, education , and housing for talented people. This is very important content, because in the past, many talented people came to work for Hanoi but could not guarantee their income so they had to leave.
Delegate Hoang Van Cuong (Vice-Rector of the National Economics University) proposed to increase the income of officials and civil servants, commensurate with the ratio of officials to the population of the capital. The draft should stipulate that Hanoi can use the total salary fund according to the average payroll level of the whole country and use the difference as additional income.
In this way, Mr. Cuong believes that Hanoi will not increase the payroll, not increase the salary fund, but still pay workers more, creating real incentives compared to salary reform, especially in the policy of using and supporting highly qualified people.
At the end of 2023, the Ministry of Home Affairs will seek public opinion on the Draft Decree on policies to attract and employ talented people in state administrative agencies and public service units. The groups that are focused on finding talent are officials, civil servants, public employees, and workers in the public sector; Vietnamese people in the private sector; young scientists, students, and excellent graduates at home and abroad.
Talented people need to have good moral qualities and a standard lifestyle; have the desire to contribute and serve the country; have outstanding qualifications and creative abilities; have special works, products, achievements, merits or contributions that contribute to the progress of the industry and locality. For excellent graduates and talented young scientists, the Ministry of Home Affairs proposes to recruit by examination.
They will be assigned a support team to carry out the work as required; be invested in equipment and funding to carry out the task, and participate in intensive training courses at home and abroad to become experts and leading scientists. Every month, talented people will receive an incentive equal to 100% of their current salary; receive an early salary increase or a civil servant rank or civil servant rank promotion if they have particularly outstanding achievements.
When they reach retirement age, if they are healthy enough, voluntarily continue working and the work unit has a need, they will be considered for an extension of their working period of no more than 5 years, keeping the same position.
The draft Law on the Capital City (amended) is expected to be approved by the National Assembly at the May session.
