Solid foundation
Compared to 1954, Hanoi today is nearly 22 times larger, with a population 23 times larger, and increasingly spacious and modern infrastructure. The capital accounts for nearly 40% of the number of enterprises nationwide, maintaining a growth rate higher than the average. Over the past 10 years, total budget revenue and social development investment capital increased by an average of 10% per year, of which the non-state sector accounted for 59% in 2023. GRDP per capita is estimated at 6,500 USD; labor productivity in the period 2012 - 2022 increased by 5.24% per year, 1.6 times higher than the national average.
The capital's economic structure is improving towards modernization, focusing on creative industries associated with culture, urban economy, green economy, knowledge economy, circular economy, night-time economy, MICE tourism, heritage tourism, and tourism combining health and education. The agricultural, forestry and fishery sector accounts for only 1.96% of GRDP, with 2,167 OCOP products, 285 high-tech agricultural models (accounting for 40% of agricultural production value). Hanoi has 100% of communes meeting new rural standards, 1,350 craft villages and 47/52 traditional occupations nationwide; there are no more poor households, the rural near-poverty rate is only 0.77%.
The city leads the country in terms of information technology industry index, ICT revenue, e-governance, local innovation; attracts many high-tech FDI projects, modern services, logistics, smart infrastructure. Hanoi currently has nearly 8,500 information technology enterprises, with 2/5 of the country's concentrated information technology industrial parks. Some high-tech industries are quite developed such as digital control, automation, robotics, nano, plasma, laser, biotechnology. Hanoi technology enterprises have mastered many core technologies, developing about 40 "Make in Vietnam" platforms. The capital's e-commerce index ranks second in the country; the system of convenient services is increasingly diverse, well meeting people's needs.
Hanoi continues to affirm its leading role in the Northern Key Economic Zone and the whole country. The city accounts for 21.2% of the area, 41.7% of the population and 47.46% of the GRDP of the region; at the same time, it accounts for 52.48% of the budget revenue, 14.19% of the export turnover, and 29.77% of the import turnover of the region. At the national level, Hanoi contributes 1% of the area, 8.5% of the population, 12.59% of GRDP, 22.4% of the budget revenue, 4.61% of the export turnover, and 10.77% of the import turnover.
As the heart, the political and administrative center of the whole country, a major center of culture, science, education, economy and international transactions, Hanoi is at the forefront of building strategic planning for 2021 - 2030, with a vision to 2050. This is also the locality with the highest rate of reduction of commune-level administrative units (reduced by more than 76%, from 526 to 126). The city focuses on improving PCI, in 2024 it will be in the top 6 nationwide in terms of digital transformation readiness index (DTI), ranking 3rd out of 63 in administrative reform. The fields of health, education, business registration, and construction licensing have effectively deployed online public services at levels 3 - 4. In particular, Hanoi pioneered the successful integration of four administrative procedures of the Party into the electronic environment.
Hanoi is always in the leading group in attracting FDI, this area contributes over 10% of budget revenue, 11% of labor in enterprises, 11% of investment capital for social development. In the international arena, the capital has established friendly cooperative relations with more than 100 capitals and cities in the world. Hanoi ranked 96/270 in the World's Best Cities 2024; 97/100 in global smart cities; 109/172 in livable cities; 16th globally in urban growth potential (Brand Finance 2024). Notably, in 2025, Hanoi was ranked 7/25 best destinations in the world by Travelers' Choice Awards.

The leading driving force for the development of the Capital in the coming time is the convergence of solid foundations achieved in the economy; the synchronous development of smart hard and soft infrastructure; political stability, safety and social order; the integration of the existing massive tangible and intangible cultural heritage with the openness to exchange and absorb the achievements of human culture and the proactive adherence to and exploitation of Resolution 15-NQ/TW of the Politburo, the Law on the Capital (amended) and the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, so that the thousand-year heritage becomes the material for contemporary creativity and the difference becomes a global competitive advantage...
The new driving force for Hanoi to make a strong breakthrough is the effort to become a smart and creative city, leading the country in developing new productive forces based on knowledge, technology and innovation; continuing to prioritize the development of high-tech industries, services and agriculture, promoting digital transformation and green transformation, replicating the circular economic model, night economy and sharing economy, cleaner production and low carbon emissions; focusing on developing healthcare, high-quality education and experiential tourism, ICT industry, fintech, modernizing telecommunications infrastructure, digital infrastructure, infrastructure and services supporting e-commerce, data centers, types of digital technology services such as cloud computing, IoT, Big Data; Developing semiconductor industry, artificial intelligence, precision mechanics and automation, electronic equipment, new materials, high-tech engineering materials, pharmaceutical processing, pharmaceutical chemistry, cosmetics, biotechnology and high-tech agricultural and food processing; developing supporting industrial value chains and craft villages with other localities; building innovation centers and exhibition centers, introducing technology products, craft villages associated with tourism and promoting products to the international market; improving air pollution, water sources, traffic congestion, preventing counterfeit goods, poor quality goods, dirty food...
In particular, Hanoi needs to pay attention to improving the quality and promoting human resources in the area, especially state management officials at all levels, intellectuals and businessmen; speed up digital government and ensure smooth coordination between administrative levels and areas; pay attention to using people with outstanding capacity, initiative, creativity and high public responsibility; pay attention to the quality of consulting, proposing and the capacity to coordinate, guide and organize implementation; improve the sense of responsibility and public discipline, overcome the situation of avoiding and fearing responsibility; consider preventing and combating waste equivalent to preventing and combating corruption and negativity.
