On September 29, at the 26th session (special session), delegates of the Hanoi People's Council passed a Resolution on a number of policies for Science and Technology (S&T) development of Hanoi.
The resolution details a number of policies to develop science and technology in the city, including: Policies for key science and technology tasks of the capital and policies for scientific research activities and application of science and technology transfer according to regulations in the Law on the Capital.
In particular, key areas of science and technology as prescribed by the Law on the Capital include: Digital technology , information and communication technology, biotechnology, new material technology, automated manufacturing technology, environmental technology, carbon emission reduction, and climate change response.
Key areas of science and technology as defined by the Hanoi People's Council include: Smart cities, smart education, smart healthcare, financial technology, and high technology in agriculture.
The resolution allows Hanoi to place orders for enterprises, organizations and individuals to carry out key scientific and technological tasks through selection or direct assignment. According to the resolution, for scientific research topics, the city budget will support enterprises and scientific and technological organizations with up to 100% of the cost of purchasing machinery and equipment; and up to 100% of the cost of operating machinery and equipment during the task implementation period.
For pilot production projects, the city will support up to 50% of the cost of purchasing machinery and equipment; up to 100% of the cost of operating machinery and equipment during the implementation of the task.
