
According to Article 58 of the Law on Traffic Safety, each driving license will have 12 points. In case all points are deducted, after 6 months, the driving license holder will be tested on legal knowledge to consider restoring points.
The Vietnam Automobile Transport Association believes that this regulation is quite strict and should be relaxed so that after only 1-3 months, knowledge can be tested to recover points. According to the explanation, this change will reduce pressure and limit disruption for vehicle drivers as well as transport businesses.
Also according to current regulations, a driver's license will only be considered for reinstatement of all 12 points if, within 12 consecutive months since the most recent violation, the driver has not been deducted any points. The Association proposes an adjustment in the direction that within 12 months, if the driver's license has not been deducted all points, the full 12 points will be reinstated.
According to a survey by the Vietnam Automobile Transport Association, many businesses are lacking an average of 20-50% of drivers, especially drivers of passenger vehicles with more than 30 seats and container trucks. If the current point recovery regulations continue to be applied, the driver shortage will become more serious.
