Accordingly, strive to excellently and comprehensively complete the objectives and tasks assigned by Vietnam Social Security for the period 2025 - 2030, successfully implement the Resolution of the Party Congress of Dak Lak Social Security for the term 2025 - 2030, contribute to the successful implementation of the objectives of the Resolution of the 14th Party Congress; policies and guidelines on social security for the period 2025 - 2030 and the Resolution of the Party Congress of the Ministry of Finance for the term 2025 - 2030; promote the effective implementation of the Directives launched by the Prime Minister, Minister of Finance, Director of Vietnam Social Security, determined to build and develop Dak Lak Social Security in a professional, modern direction, operating effectively and efficiently.

Resolutely review and reorganize the apparatus, streamline the payroll, and restructure the staff of civil servants and employees to ensure streamlining, promote decentralization and delegation of power; promote administrative procedure reform and modernization based on the application of information technology associated with digital transformation, ensuring good implementation of policies and regimes of social insurance, unemployment insurance (UI), and health insurance (HI); gradually and sustainably expand the coverage of social insurance and health insurance towards the goal of universal social insurance and health insurance in accordance with the viewpoints, policies and orientations of the Party, the State, the Ministry of Finance and Vietnam Social Security.
By 2030, strive to have about 21.08% of the working-age workforce participating in social insurance; of which farmers and workers in the informal sector participating in voluntary social insurance account for about 4% of the working-age workforce; about 15% of the working-age workforce participating in unemployment insurance; over 96.5% of the population participating in health insurance. The satisfaction level of organizations and individuals with the participation in the development and implementation of social insurance, unemployment insurance and health insurance policies reaches at least 90%. The satisfaction level of organizations and individuals with the provision of public administrative services by social insurance agencies at: One-stop-shop units; collection service organizations; payment service organizations for social insurance and unemployment insurance regimes; health insurance examination and treatment facilities and electronic transactions reaches at least 90%.
Manage and use social insurance, unemployment insurance, and health insurance funds strictly, economically, effectively, and in accordance with regulations. The number of people receiving social insurance and unemployment benefits through non-cash payment methods in urban areas meets the target assigned by Vietnam Social Security. Promote the application of information technology and national digital transformation according to the digital transformation program and digital government development, to improve management efficiency and serve people quickly, accurately, and transparently; 100% of work records of the Dak Lak provincial Social Security system are processed online (except for work records within the scope of state secrets)...
