Investigation into the near collision of two planes

The Civil Aviation Authority of Vietnam has temporarily suspended the on-duty crew and is coordinating with relevant units to clarify the incident where two planes were at risk of colliding on June 24.

On the afternoon of July 5, a representative of the Civil Aviation Authority of Vietnam said that this unit had requested the Vietnam Air Traffic Management Corporation to temporarily remove all shifts at Noi Bai air traffic control tower from the flight control chain due to a related operation incident.

Previously, on June 24, Thai AirAsia flight AIQ645 taxied to the beginning of runway 11R, waiting to take off from Hanoi to Bangkok (Thailand). At this time, flight VJC943 also received orders to land on runway 11L (parallel to 11R).

After the air traffic controller gave the order for AIQ645 to stop and wait for takeoff, the air traffic controller changed the flight operation plan, giving the order for aircraft VJC943 to cross runway 11R along taxiway S8; then giving the order for aircraft VJC436 to land on runway 11L.

However, because the AIQ645 flight crew did not repeat the departure clearance but had previously received the take-off clearance and agreed on the flight clearance, AIQ645 took off.

Neither the air traffic controller nor the flight leader detected aircraft AIQ645 from the time of the runway takeoff until it was close to the intersection between runway 11R and taxiway S4, so no action was taken to handle the situation.

According to the report of flight crew AIQ645, the time the aircraft lifted its nose gear and took off was at the intersection of runway 11R and taxiway S5. At this time, VJC943 was at the intersection of runway 11R and taxiway S8. The distance AIQ645 took off from VJC943 was about 1,500 m.

The Civil Aviation Authority of Vietnam is coordinating with relevant parties to clarify the extent of the incident and measures to prevent recurrence. The Air Traffic Management Corporation has been asked to organize a lecture on the incident to all air traffic controllers and the Approach Control Center at Noi Bai Airport.
