On the morning of October 2, the Department of Irrigation Works Management and Construction, Ministry of Agriculture and Environment issued telegram No. 17/CD-TL-VHTT on stopping water drainage into the Bac Duong irrigation works system.

According to the document of Bac Duong Irrigation Works Exploitation One Member Limited Liability Company on stopping pumping into Ngu Huyen Khe River, the water level at 3:00 a.m. on October 2 on Ngu Huyen Khe River at the upstream of Dang Xa sluice was at 7m and continued to rise. The Cau River water level is at a high level, so many drainage works from the Bac Duong irrigation works system have had to stop operating according to regulations.
Pursuant to the provisions of Article 14, the Operation Procedure of the Bac Duong Irrigation System issued under Decision No. 2292/QD-BNN-TCTL dated June 6, 2017 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), the Department of Irrigation Works Management and Construction requests relevant units to stop draining water into Ngu Huyen Khe canal in accordance with the provisions of the Operation Procedure of the Bac Duong Irrigation System; Bac Duong Irrigation Works Exploitation One Member Limited Liability Company promptly notifies relevant units to pump water into the system when the conditions for pumping water are met according to regulations.
Previously, Bac Duong Irrigation Works Exploitation One Member Limited Liability Company sent a document to the Department of Irrigation Works Management and Construction reporting the water level of Ngu Huyen Khe River at the upstream of Dang Xa sluice. Accordingly, the water level at Ngu Huyen Khe River at the upstream of Dang Xa sluice at 3:00 a.m. on October 2, 2025 was 7.02m.
With the above water level, according to the Regulations on the operation of the Bac Duong irrigation system, pumping stations along Ngu Huyen Khe river must stop pumping, and the Co Loa sluice gate must be closed.
