The 2018 General Education Program is a new program that replaces the 2006 General Education Program, designed in an open, student-centered manner. Unlike the previous focus on imparting knowledge, the new program shifts its focus to forming and developing qualities, abilities, and practical application skills. The structure includes two stages: basic (grades 1 to 9) and career orientation (grades 10 to 12), reducing the number of compulsory subjects, increasing elective subjects, and introducing local education into teaching. At the same time, testing and assessment work is also innovated in the direction of focusing on the process, progress, and abilities of each student.
Mr. Hoang Van Thao, Deputy Head of the Secondary Education Department, Department of Education and Training of the province said: To implement the new general education program, the department has developed a plan and advised the department's leaders to direct the implementation according to the roadmap of the Ministry of Education and Training . The focus is on arranging schools and classes reasonably, preparing facilities and teaching equipment for each level and organizing training for teachers according to new requirements. We also advise on introducing local educational materials into teaching, linking content with the reality of the province. Thanks to that, schools have a basis to build appropriate educational plans, creating conditions for teachers to innovate teaching methods, encouraging students to promote self-study capacity and the ability to apply knowledge into practice.
Accordingly, high schools in the province have actively innovated, aiming to put students at the center, class hours are no longer focused on one-way teaching but are organized in a way that promotes students' initiative, encourages discussion, presentation, and practice. Many units maintain "connecting class hours" so that teachers in disadvantaged areas can exchange expertise with colleagues, thereby improving teaching quality. STEM education is practically included in school plans, linked with topics to foster students' problem-solving skills.
For example, at Loc Binh High School, teaching according to the new general education program is clearly shown in the teaching method. Ms. Vi Thi Kim Thu, Principal of the school said: Implementing the new program, the school has changed the way of testing, evaluating, and organizing lessons. Teachers design flexible lessons, apply technology, expand experiential activities, scientific research, STEM and start-ups so that students can proactively learn, discuss, debate, and apply knowledge to real-life situations. Thanks to that, in the past 3 years, the school's students have won more than 100 provincial-level excellent student awards, won 10 national awards in the "Traffic safety for tomorrow's smiles" contest, and had 5 start-up projects win national awards.
The new General Education Program also creates a big change in teaching methods right from primary school. At Dong Dang Primary School, in order to meet the requirements of teaching the new program, in recent years the school has proactively innovated teaching methods, increased experiential activities, especially integrating STEM education into many subjects. Ms. Nguyen Thi My, Vice Principal of the school, said: In the 2024-2025 school year alone, the school organized 120 STEM lessons, students made 551 STEM products, of which 213 products they made themselves with their families. All classrooms have a corner to display products. Through this activity, students are bolder, more confident, and know how to apply interdisciplinary knowledge to study and life.
The 5-year implementation of the 2018 General Education Program has shown clear results. The quality of comprehensive education has been maintained, in which key education has made steady progress. If in the 2018-2019 school year, when implementing the 2006 General Education Program, the whole province had only 1,445 students winning provincial-level excellent student awards and 11 students winning national awards, then by the 2024-2025 school year, this number has increased to 1,889 students winning provincial-level awards and 34 students winning national awards. Along with that, the high school graduation rate has been maintained at over 99% for many consecutive years, while in the 2019-2020 school year it only reached 97.2%.
The results achieved in the past 5 years have confirmed that the 2018 General Education Program has been truly effective, creating positive changes in the quality of teaching and learning. This is a testament to the efforts of the entire sector, and at the same time opens a solid foundation for education in the area to continue to innovate, develop comprehensively, and meet the requirements of integration and development in the coming period.
