At the meeting, the People's Committee of Hoang Su Phi commune reported on the organization and operation of the administrative apparatus after the merger . The commune was established on the basis of merging 5 old administrative units including Vinh Quang town and the communes of Ban Luoc, Ngam Dang Vai, Tu Nhan, Dan Van, with a natural area of 86.65 km² and a population of about 16,400 people. The whole commune has 39 villages, of which 84.6% are in extremely difficult areas. After the merger, the administrative apparatus gradually stabilized, and management efficiency was improved. The People's Committee of the commune submitted to the People's Council a resolution to establish 4 specialized agencies and receive 13 public service units; the units operated stably and fulfilled their assigned tasks well.
In addition to the achieved results, the commune also pointed out some difficulties such as lack of staff in the fields of health , information technology, and construction; incomplete decentralization and delegation of authority; large area, large workload; administrative software system sometimes has errors, affecting the processing of documents.
In her concluding remarks, Comrade Tran Thi Thu Hang acknowledged and highly appreciated the proactive and flexible spirit of the Commune People's Committee in implementing the new government model; at the same time, she accepted the local recommendations related to organization, staffing, staff training and coordination mechanisms between units. The working group will synthesize and advise on solutions to improve the effectiveness and efficiency of grassroots government operations in the coming time.

On the same day, the working delegation of the Department of Home Affairs of Tuyen Quang province, led by Mr. Nguyen Viet Hung, Deputy Director of the Department, inspected the progress of the project to renovate and repair the Martyrs' Cemetery of Hoang Su Phi commune. The project has a total cost of nearly 5 billion VND, starting at the end of July 2025, including items such as renovating the memorial, yard, gate, fence, walkway, installing solar power, altar table, stone benches, flower pots, etc. Currently, the project has reached about 30% of the progress.
The Deputy Director of the Department of Home Affairs requested the Commune People's Committee to review and compare the information on the tombstone with the martyr's records to re-engrave accurately; for graves with insufficient information, engraving will still be carried out, leaving the missing parts blank; at the same time, speed up the construction progress, disburse funds according to plan, create favorable conditions for people and relatives of martyrs to pay tribute to the Heroes and martyrs.
