On the afternoon of October 15, the National Assembly Delegation of the 15th term of the province led by Comrade Ly Thi Lan, Member of the Provincial Party Standing Committee, Head of the full-time National Assembly Delegation of the 15th term of the province, had a working session with the Department of Agriculture and Environment before the 10th session of the 15th National Assembly.

In the first 9 months of 2025, agricultural production continued to face difficulties in weather and many natural disasters occurred. However, the Department of Agriculture and Environment has focused on implementing tasks to ensure the proposed programs and plans. Regularly coordinate closely with sectors and People's Committees of communes and wards to organize and implement production development plans and key tasks in 2025.

Focus on directing and implementing well the work of preventing and controlling diseases for crops and livestock. Strengthen the state management of agricultural and forestry materials for production; inspection and supervision to ensure food hygiene and safety, slaughter and transportation of livestock and poultry according to regulations; land management, surveying, mapping and remote sensing; environmental protection, hydrometeorology and climate change; management of geology, minerals and water resources; issuance of land use right certificates are carried out according to regulations.

At the same time, the arrangement and merger of the Department of Agriculture and Environment were implemented quickly, synchronously and effectively, ensuring harmony between the two localities. Facilities and equipment were reused reasonably, without waste. After the merger, the apparatus operated stably, and management efficiency was significantly improved. The sector has deployed many effective production models, contributing to sustainable economic and agricultural development for the new province.

However, in the implementation process, there are still some limitations and difficulties such as: Some indicators and criteria of the National Criteria Set for New Rural Areas in the period of 2021-2025 are not suitable for mountainous provinces like Tuyen Quang, especially the criteria set for advanced New Rural Areas communes and model New Rural Areas communes, such as: Rate of clean water use from centralized domestic water supply works, multidimensional poverty rate, income...

The results of building new rural areas in some localities are not really sustainable, the maintenance, preservation and improvement of the quality of the criteria that have met the standards are still limited. Investment resources for the Program have not met the needs, especially in difficult communes, remote areas, and ethnic minority areas.

The leaders of the Department of Agriculture and Environment reported on the results of implementing tasks in the field of Agriculture and Environment in the province to the Working Group.

Some support contents still overlap between the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I from 2021 to 2025, leading to difficulties in implementation (for example: Support for production development, support for vocational training, support for workers going to work abroad).

At the working session, the Department of Agriculture and Environment proposed that the Central Government soon issue a unified legal framework clearly stipulating principles, contents, processes and coordination mechanisms when integrating National Target Programs; ensuring consistency, avoiding overlapping tasks, paying attention to arranging stable medium-term capital sources with high flexibility, creating conditions for localities to proactively implement the objectives of the two Programs at the same time; strengthening decentralization and authorization for localities, especially at the commune level, in formulating, appraising, approving and adjusting plans and projects in accordance with the practical conditions of each region and commune...

Concluding the working session, Head of the 15th National Assembly Delegation of the province, Ly Thi Lan, acknowledged and highly appreciated the efforts and achievements of the Department of Agriculture and Environment, and shared the difficulties and limitations that the unit is facing.

The comrade suggested that the Department compile a list of documents, provisions of laws, inadequacies, and overlaps under the authority of the National Assembly and the Government to send to the National Assembly Delegation to participate in specific law projects, in order to contribute to removing difficulties and improving the operational efficiency of the Agriculture and Environment sector in the coming time. At the same time, immediately after the working session, the Provincial National Assembly Delegation will compile opinions to report to the Provincial People's Committee to remove difficulties and obstacles in capital disbursement, personnel at the provincial and communal levels in the fields of Agriculture and Environment; build a land database; issue land use right certificates, resolve complaints and denunciations...
