
Deputy Head of the Provincial National Assembly Delegation Be Minh Duc delivered a concluding speech at the Conference.
At the Conference, Deputy Head of the Provincial National Assembly Delegation Be Minh Duc informed about the 10th Session of the 15th National Assembly. The session considered and approved about 50 draft laws and resolutions. The session is of great significance in perfecting the legal system, ensuring consistency, synchronization, and conformity with the 2-level local government organization model that provinces and cities across the country have deployed in the past three months. He suggested issues that need comments on 6 draft laws including: Law on Civil Servants (amended); Law on amending and supplementing a number of articles of the Law on Education ; Law on Vocational Education (amended); Law on Higher Education; Law on Population; Law on Disease Prevention.
Discussing at the Conference, delegates basically agreed on the necessity of promulgating legal documents, stating that this is an important legal basis to meet the needs of national development and overcome many problems arising in practice. Delegates contributed specific comments on each draft law to overcome the limitations and shortcomings of current regulations, improve the legal basis, ensure consistency and unity in the legal system so that when promulgated, the laws are feasible, suitable to the practical situation, and meet the requirements of State management of education and health in the new situation.
Accordingly, for the Draft Law on Disease Prevention (amended) , it is recommended to more clearly define the roles and responsibilities of grassroots health agencies, especially the preventive health system in monitoring, early detection and control of epidemics. In addition, there should be mechanisms and policies to support the team of preventive health workers, village health workers, and population collaborators to ensure human resources to effectively carry out disease prevention work in the community. At the same time, there should be specific regulations on inter-sectoral coordination in communication and health education, especially in building a healthy, safe and friendly living environment for people.
Regarding the Draft Law on Population (amended) , it is consistent with the promulgation of the law to institutionalize population policies in the new period, shifting the focus from family planning to population and development. Opinions suggest clarifying policies to encourage maintaining reasonable birth rates, especially in localities with low birth rates; at the same time, it is necessary to supplement specific regulations on reproductive health care, gender equality and population quality. In addition, it is necessary to pay attention to building support policies for the elderly in the context of population aging, to ensure social security and promote the role of the elderly in community life.
Accordingly, for the Law on Education, it is proposed to consider amending and supplementing the contents such as clearly stating that the provincial-level professional agency (Department of Education and Training) is the focal point to assist the Provincial People's Committee in directing the development, compilation and consulting on appraisal; clarifying the provisions in Clause 3, Article 35 on "Vocational secondary education is a level equivalent to high school, for those who have graduated from junior high school or equivalent level or higher", specifically, it is necessary to clearly stipulate the operating model, curriculum, output standards and the ability to transfer to college and university levels. Supplementing the content clearly stipulates the priority of investment and support for the construction of facilities, dormitories, and public housing for educational institutions in mountainous areas and areas with particularly difficult socio-economic conditions, in order to ensure teaching and learning conditions, attract and retain teachers.
Regarding the Draft Law on Civil Servants (amended), it is recommended to expand and be more flexible in recruitment methods, not only through examinations but also by combining capacity assessment, interviews or selection based on actual capacity. The content of receiving salary from the salary fund of public service units needs to clarify the salary fund of the unit. Supplement or clarify the special recruitment mechanism for difficult areas: Allow direct recruitment (without examination) for good doctors and pharmacists who volunteer to work in particularly difficult areas, or loosen recruitment standards; there should be guidelines for prioritizing recruitment of children of local people and ethnic minorities who have received medical training, because this group is more likely to stick with health facilities in the highlands for a long time. It is recommended to stipulate the responsibility of management agencies in creating conditions for health officials to study to improve their qualifications.
In his concluding remarks, Deputy Head of the Provincial National Assembly Delegation Be Minh Duc emphasized that soliciting comments on draft laws in the fields of education and health is an opportunity for localities to participate in perfecting legal policies, ensuring feasibility and practicality. He acknowledged and highly appreciated the sense of responsibility, careful preparation and practical comments of the delegates. The comments of delegates and voters will be compiled by the Provincial National Assembly Delegation to be sent to the drafting agency for consideration and comments at the upcoming 10th Session of the 15th National Assembly.
