
With over 45,000 operating enterprises, the private economic sector has contributed over 40% of GRDP, over 50% of domestic budget revenue, creating jobs for about 50% of Hai Phong's workforce. Among them, 16 private enterprises of the city are in the Top 500 largest private enterprises in Vietnam.
At the conference, businesses reported many difficulties in production and business activities to city leaders.
Specifically, there are difficulties in legal procedures and investment; difficulties and obstacles in site clearance and administrative procedures; difficulties in accounting and Decree No. 70/2025/ND-CP regulating invoices and documents. Enterprises also requested that city leaders and competent authorities continue to support enterprises in the process of investment, production and business activities; requested to upgrade infrastructure, facilities, and public services to have new tourism products, chain-based, and typical inter-local tourism products; requested to have solutions to improve the quality of healthcare ; requested to have solutions to develop science and technology, support registration and protection of intellectual property for small enterprises; requested to have policies to support transportation enterprises...
Faced with difficulties and obstacles encountered in the production and business process, many businesses have made recommendations and suggestions to the city leaders.
Mr. Tran Van Thang, Chairman of the Board of Directors of Sao Do Group, Chairman of the Hai Phong City Business Association, suggested that the city's leaders and National Assembly deputies contribute more ideas to the draft laws and the law-making program that is closer to reality. Mr. Thang also suggested that the authorities should continue to reform administrative procedures more strongly. The city also needs to have a price stabilization policy within the scope and authority of the city, such as land prices, construction material prices, etc. to ensure reasonable "supply - demand". The city needs to have policies to create conditions for local enterprises to participate deeply in the city's public investment sectors; create more opportunities for private enterprises to participate in sectors such as: health, education , culture, sports, parks - entertainment, static parking lots, etc. to reduce pressure on the budget while still ensuring the goals of socio-economic development.
As a port city, Mr. Tran Tien Dung, Chairman of the Board of Directors of Sao A DC Company, Chairman of Hai Phong Logistics Association, advised the city to soon deploy digitalization of Hai Phong Port with specific goals and clear commitments on operational capacity according to international standards; build a companion governance mechanism to ensure sustainable and transparent development of Digital Port. The city should study and issue a mandatory training roadmap for the workforce in the port - logistics industry; in which, mobilize the system of universities, colleges, and vocational schools in the area to directly participate. When solutions are deployed synchronously and drastically, transportation and logistics costs will be significantly reduced, customs clearance time will be shortened, the supply chain will operate more stably and reliably, directly contributing to improving the competitiveness of the national economy.
Faced with the difficulties and problems of businesses, Hai Phong city leaders listened, took note, and directed departments, branches, and sectors to promptly deploy solutions to remove and support businesses.

Vice Chairman of Hai Phong City People's Committee Tran Van Quan said that the city has actively participated in the draft amendments to a number of laws. Hai Phong has also detailed a number of contents on compensation, support, and resettlement when the State reclaims land in the city. The city's leaders have also assigned tasks to sectors, including cutting 50% of the time to carry out administrative procedures. Some sectors such as finance, construction, agriculture and environment are in the process of researching and developing to apply the "green channel" mechanism to a number of administrative procedures related to investment, construction, and land; building and applying the "One-stop shop" mechanism in handling administrative procedures for investment projects implemented outside industrial parks and economic zones.
Hai Phong will also promote the development of industrial parks towards ecology and circular economy; support businesses in technological innovation, improve localization capacity; organize training and disseminate laws promptly to businesses. In addition, the city will orient the development of a sustainable real estate market, linked to real needs, completing the social housing development target for the period 2021-2030 assigned by the Government. Hai Phong is also implementing the construction of a master plan for tourism development in Hai Phong city to 2030, with a vision to 2045, focusing on training high-quality human resources, preserving heritage associated with tourism development, organizing national and international cultural and sports events to create new momentum for the tourism industry. At the same time, focus on upgrading infrastructure, public services, building new tourism products with regional connectivity.

The city is also implementing research on many outstanding policies to develop science and technology such as establishing a Venture Capital Fund, testing new technologies, forming a unique innovation ecosystem of Hai Phong, and continuing to implement an intellectual property support program for businesses. The Hai Phong Party Committee has approved the investment policy to renovate and upgrade 3 medical projects in the city. At the same time, the city will have a plan to attract investment, upgrade facilities and equipment for hospitals, reduce the burden on upper levels, and ensure that people and businesses enjoy high-quality medical services right in the city.
In the transport sector, Hai Phong will have policies to encourage driver training and invest more in facilities to meet social needs in supplementing driver resources.

Speaking at the conference, Chairman of the City People's Committee Le Ngoc Chau affirmed that the city government will always accompany businesses with the goal of "If businesses succeed, the city will develop; if the city develops, businesses will prosper." Mr. Le Ngoc Chau also hopes that entrepreneurs and businesses will continue to contribute more opinions, both directly and indirectly, to the city leaders to promptly support and remove difficulties.
According to the head of the City People's Committee, the city's leaders will direct departments and branches to synthesize proposed opinions, research and advise in the process of drafting legal documents, perfecting institutions; promptly completing the content of concretizing specific mechanisms and policies on investment management, planning, urban areas, natural resources and environment approved by the National Assembly in Resolution No. 226/2025/QH15 dated June 27, 2025, as a legal basis for applying outstanding and favorable policies for investors; developing action plans and programs to ensure the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority.
In the first 9 months of 2025, the city's socio-economic situation achieved many positive results, most of the indicators increased compared to the same period, in which the city's economic growth rate continued to maintain the second highest position in the country, ranked first among 6 centrally-run cities and 1.48 times higher than the GDP growth rate of the whole country. Hai Phong is among the leading groups in the country in terms of administrative reform and investment and business environment; in 2024 alone, Hai Phong ranked first in the country in four indexes: PAR INDEX, PCI, SIPAS and PGI.

At the conference, businesses donated nearly 12 billion VND to support and help people in provinces suffering severe consequences of floods.
According to Mr. Nguyen Duc Tuan, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong City, since the beginning of October 2025, the city has allocated relief funds and mobilized a number of businesses to support 10 provinces and cities affected by storms and floods with an amount of more than 34 billion VND along with 20 tons of rice and many necessities to help people overcome damage caused by storms and floods and soon stabilize their lives.
