Guidelines for implementing rules of origin in the ASEAN - Australia - New Zealand Agreement

The Import-Export Department (Ministry of Industry and Trade) has just issued Document No. 1284/XNK-XXHH dated October 10, 2025 on the implementation of Circular No. 44/2025/TT-BCT stipulating the rules of origin of goods in the ASEAN - Australia - New Zealand Agreement.

The document stated that on July 7, 2025, the Minister of Industry and Trade issued Circular No. 44/2025/TT-BCT stipulating the Rules of Origin of Goods in the Agreement Establishing the ASEAN-Australia-New Zealand Free Trade Area, effective from August 22, 2025.

Pursuant to the announcement of the ASEAN Secretariat and Article 36 of Circular No. 44/2025/TT-BCT mentioned above, following Official Dispatch No. 957/XNK-XXHH dated August 15, 2025, the Import-Export Department announces as follows: From October 12, 2025 until the updated announcement of the Import-Export Department, the agencies and organizations issuing Certificates of Origin (C/O) and customs authorities are requested to continue applying the Circulars stated in Points a, b, c, Clause 2, Article 36 of Circular No. 44/2025/TT-BCT for goods exported and imported with Member Countries for which Protocol 2 has not yet taken effect: Cambodia, Indonesia, Philippines.

In addition, Circular No. 44/2025/TT-BCT applies to exported and imported goods with member countries where Protocol 2 has come into effect: Australia, New Zealand, Brunei, Laos, Malaysia, Singapore, Thailand, Myanmar.
