On October 13, the State Treasury announced that, implementing Conclusion No. 195-KL/TW dated September 26, 2025 of the Politburo on completing the payment of early retirement benefits under Decree 178 before October 15, 2025, the State Treasury system has deployed a series of urgent and synchronous solutions to ensure that payments take place quickly, accurately and transparently.
Accordingly, as the accountant of the state budget, the State Treasury is the final step in the payment and disbursement process. The State Treasury only makes payments when the beneficiaries fully meet the three conditions prescribed by law: having a budget assigned by the competent authority; valid and legal documents; and the budget-using unit has opened an account at the State Treasury for accounting and payment. When the above conditions are met, the State Treasury system checks and processes documents in accordance with regulations.
The State Treasury said that up to now, 100% of budget spending units have made transactions on the online public service system, accounting for 99.5% of the total number of payment records. The transaction units all highly appreciated the service quality and service spirit of the State Treasury system.
To meet the urgent progress requirements, the State Treasury has synchronously deployed many measures, issued dispatches requesting the entire system to arrange staff on duty throughout the National Day holiday on September 2 and weekends (October 11-12, 2025) to receive and process payment records for regime 178.
In addition, the State Treasury also proactively advised the Ministry of Finance to issue Official Dispatch 15041/BTC-KTN guiding the implementation of Decree 178, and at the same time requested the Ministry of Home Affairs to provide specific guidance on some remaining issues to ensure consistent payment in accordance with legal regulations.
By October 7, 2025, all commune-level budget-using units nationwide have completed opening accounts at the State Treasury, ready to pay salaries and benefits to employees, including those subject to Decree 178.
The State Treasury continues to perfect the institution and submit to competent authorities to issue a Decree replacing Decree 11/2020/ND-CP, aiming to shorten the payment time for regular expenditures to a maximum of 01 working day, while cutting 84% of the dossier components.
Regarding investment expenditure, in accordance with Decree No. 254/2025/ND-CP dated September 26, 2025, administrative procedures have been reduced by 70% of records and documents, contributing to simplifying the process and improving the efficiency of budget capital disbursement.
The State Treasury said that as of 12:00 on October 9, 2025, there were still 14,496 people eligible for retirement benefits under Decree 178 who had not been paid because their documents had not been completed or additional budget estimates had not been assigned. Currently, relevant units are urgently completing the process to transfer to the Treasury for processing as soon as possible.
According to the State Treasury, as soon as the complete documents are received and the budget is updated on TABMIS (Treasury and Budget Management Information System), the State Treasury units will immediately make the payment. The State Treasury system is committed to continuing to work on holidays, ready to support budget-using units to quickly complete the necessary procedures.
The State Treasury affirmed that it will continue to closely coordinate with ministries, branches, localities and budget-using units to complete 100% of payment of regimes according to Decree 178 on schedule, to the right subjects and in accordance with regulations, thereby contributing to ensuring the rights of workers, while strengthening people's trust in the social security policies of the Party and State.
