Comrade Ngo Chi Cuong holds the position of Secretary of Dong Thap Provincial Party Committee

On the morning of October 1, at the Provincial Conference Center, the Dong Thap Provincial Party Committee held the opening ceremony of the 1st Congress of Delegates, term 2025-2030, with the theme "Building a clean and strong Party Committee and political system; promoting innovation, rapidly developing industry; building a modern, ecological agriculture; improving the quality of people's lives; firmly ensuring national defense and security".

Attending the Congress were comrade Le Minh Hoan, member of the Party Central Committee, Vice Chairman of the National Assembly; comrades of the Party Central Committee; representatives of leaders of central departments, ministries, branches, leaders of provinces and cities; leaders, former leaders of the province through the periods, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces along with 450 official delegates representing the will, aspirations and intelligence of 120,676 party members in the entire provincial Party Committee.

Opening the Congress, Secretary of Dong Thap Provincial Party Committee for the 2020-2025 term Le Quoc Phong affirmed that, looking back at the past term, although from the beginning of the term, we had to suffer strong impacts from COVID-19 and natural disasters, the Party Committees of Dong Thap province and Tien Giang province, with high determination and focused leadership, have exceeded many targets set out in the Resolution; the scale and rate of economic growth have been quite good, the economic structure has shifted in the right direction; facilities and socio-economic infrastructure have received investment attention...

That achievement is the result of the efforts and struggles, especially the solidarity, determination and responsibility of the Party Committee, government and people in the province. This is an important premise and basis for the province to confidently enter the first term of the Party Committee after the merger with many requirements, demands and great expectations for the development of Dong Thap, the Secretary of the Dong Thap Provincial Party Committee emphasized.

Presenting the main report at the Congress, Standing Deputy Secretary of Dong Thap Provincial Party Committee Nguyen Hai Tram stated that in the past 5 years, despite many difficulties due to the pandemic, climate change and world economic fluctuations, the Party Committee and people in the province have strived to achieve important results. Of the 23 targets set out in the resolution, 17 targets were achieved and exceeded. The average GRDP growth rate in 5 years reached 5.51%; GRDP per capita was about 85.5 million VND; State budget revenue increased by an average of 2.25% per year. The economic structure has shifted positively, the proportion of agriculture - forestry - fishery has decreased, industry - construction and services have increased.

The province focuses on 6 breakthroughs: Agricultural development; building key products, dynamic regions; developing enterprises and startups; infrastructure; human resources; administrative reform and Party building. Agriculture has shifted strongly to agricultural economy, key industries such as rice, fruits, tra fish, ornamental flowers have grown strongly, holding the leading position in the country. Enterprises and startups have developed; the number of new enterprises has increased 1.27 times compared to the previous term.

Transport infrastructure, urban and rural areas continue to be improved, regional connectivity is enhanced. Education - training, science and technology, digital transformation have made much progress. Party building, administrative reform, mass mobilization, inspection and supervision have achieved many outstanding results. The province completed the task of building new rural areas in 2024. National defense, security and foreign affairs have been maintained...

Besides the successes, the province still has many limitations and weaknesses such as: The concretization and preliminary and final review of some policies and resolutions of the Central Committee is sometimes slow; The capacity to concretize and implement resolutions and conclusions at some Party committees, especially at the grassroots level, is not good and not close to the actual situation; The implementation of economic development tasks has some targets that have not been achieved...

At the opening session, comrade Nguyen Thanh Tam, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, announced the Politburo's Decision to appoint him to the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Dong Thap Provincial Party Committee for the 2025-2030 term.

Accordingly, the Politburo assigned and appointed comrade Ngo Chi Cuong, member of the Party Central Committee, to hold the position of Secretary of Dong Thap Provincial Party Committee.

The Executive Committee of the Dong Thap Provincial Party Committee for the 2025-2030 term consists of 53 comrades; the Standing Committee of the Provincial Party Committee consists of 16 comrades. The Deputy Secretaries of the Dong Thap Provincial Party Committee include: Nguyen Hai Tram (Standing Deputy Secretary), Chau Thi My Phuong, Tran Tri Quang, and Phan Van Thang.

Comrade Ngo Chi Cuong (born September 11, 1967, hometown Tra Vinh ward, Vinh Long province). He is a member of the 13th Party Central Committee, term 2021-2026, member of the National Assembly Delegation of Vinh Long province, Head of the National Assembly Delegation of Vinh Long province.

He has held the following positions: Deputy Head of the Provincial Party Committee's Organization Board, Head of the Organization Board of the former Tra Vinh Provincial Party Committee; Secretary of the former Tra Vinh City Party Committee; Standing Deputy Secretary of the former Tra Vinh Provincial Party Committee for the 2015-2020 term. At the 11th Congress of the former Tra Vinh Provincial Party Committee for the 2020-2025 term, he was elected to hold the position of Provincial Party Committee Secretary.

From July 2025, after the merger of the three former provinces of Vinh Long, Tra Vinh, and Ben Tre, he was appointed by the Politburo to hold the position of Secretary of the Vinh Long Provincial Party Committee (new) for the 2020-2025 term. On October 1, 2025, he was appointed by the Politburo to hold the position of Secretary of the Dong Thap Provincial Party Committee, for the 2025-2030 term.

At the Congress, the Deputy Head of the Central Organizing Committee said that after the end of the 1st Dong Thap Provincial Party Congress, comrade Le Quoc Phong, Secretary of the Dong Thap Provincial Party Committee for the 2020-2025 term, will take on a new assignment.

Speaking at the Congress, Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, on behalf of the Politburo, congratulated and commended the achievements that the Party Committee, government, armed forces and people of Dong Thap province have achieved in recent times.

Comrade Nguyen Trong Nghia noted the key contents that Dong Thap Party Committee needs to implement well in the coming time. Accordingly, the Provincial Party Committee needs to continue to identify the task of building a clean and strong Party and political system as the key task, the guiding principle to create consensus within the Party and in society; the economy is the focus; maximizing the new development space, spreading the image of Dong Thap province, building a culture and people of standards, civilization and progress.

Dong Thap promotes new thinking, new vision, new knowledge in leadership, direction, promulgation and implementation of policies and guidelines; focuses on improving political capacity, intellectual level, exemplary role, and fighting spirit of Party committees, Party organizations and each Party member, especially leaders and key managers at all levels.

Along with that, strengthen the protection of the Party's ideological foundation, associated with promoting the study and following of Ho Chi Minh's ideology, morality and style in the context of digital transformation; strictly implement the revolutionary ethical standards of cadres and party members; build a team of cadres at all levels with heart, vision, aspiration to contribute, dare to think, dare to do, dare to take responsibility for the common interest, close to the people, regularly listen to the opinions, thoughts and legitimate aspirations of the people. The province pays attention to effectively leading and directing the work of inspection, supervision and enforcement of Party discipline.

Speaking at the ceremony to accept the assignment, on behalf of the Provincial Party Committee, the Provincial Party Standing Committee, and the Standing Committee of the Dong Thap Provincial Party Committee for the 2025-2030 term, comrade Ngo Chi Cuong, Secretary of the Provincial Party Committee for the 2025-2030 term, expressed his deep gratitude to the Politburo members and the Secretariat for their trust and confidence in assigning him this important responsibility, emphasizing that this is a great honor as well as a heavy responsibility to the Party Committee and people of the province.

Comrade Ngo Chi Cuong affirmed that with new confidence and spirit, the Party Executive Committee of Dong Thap province continues to inherit and promote the tradition of solidarity and unity; the achievements that previous generations have worked hard to build; strictly comply with the Party's principles and regulations; promote collective intelligence, uphold individual responsibility; constantly innovate, improve leadership capacity, and be determined to successfully implement the goals and tasks set out in the Congress Resolution.
