On the morning of September 28, the 16th Congress of Son La Provincial Party Committee, term 2025-2030, opened with the theme "Strengthening the building of a clean and strong Party and political system; promoting the potential, advantages, strength of solidarity and cultural identity of ethnic groups; ensuring national defense and security; continuing to innovate, promoting science and technology development, digital transformation, green, fast and sustainable development, striving to make Son La province become the economic and social center of the Northwest sub-region by 2030".

In the 2020-2025 term, in the face of many difficulties such as natural disasters and epidemics, the Party Committee, government, armed forces and people of all ethnic groups in Son La province have strived to successfully implement the set goals and tasks and achieved many important achievements.

The economy maintains a good growth rate; the economic scale continues to increase. The province has an average GRDP growth rate of 5.12%/year; the average GRDP per capita reaches 61.8 million VND/person/year. Agriculture is given special attention for development. The province has become a center for high-tech agricultural development, an agricultural processing center, a milk and fruit center of the Northwest region; building prestige and brand in domestic and foreign markets. Industry is shifting towards specialization and modernization, from raw products to deep processing to create high added value, developing processing and manufacturing industries. Tourism is identified as a key economic sector.

The province has become a bright spot in tourism development, in which Moc Chau National Tourist Area has received the tourism awards "Asia's Leading Regional Natural Destination" and "World's Leading Regional Natural Destination" for many consecutive years.

The cultural and social fields have made much progress; the quality of education and health care has been improved; the program to eliminate temporary and dilapidated houses has completed 100% of the plan, 5 months ahead of the Government's direction. The province has promoted sustainable poverty reduction, the rate of poor households according to the poverty line for the period 2021-2025 has decreased from 21.66% in 2021 to 7.89% by 2025, an average decrease of 3.59%/year, exceeding the target of 3%/year set.

Political and social stability; national defense and security are ensured, maintaining national border sovereignty. Foreign affairs activities are consolidated, enhanced and expanded, especially with 9 Lao provinces. Party building and political system work has many positive changes; studying and following Ho Chi Minh's ideology, morality and style have become routine; inspection, supervision, and anti-corruption, waste and negativity work have been strengthened...

Building Son La into a province with fast, comprehensive and sustainable development

On behalf of the Politburo, Comrade Bui Thi Minh Hoai congratulated and commended the achievements of the Party Committee, government, armed forces and people of all ethnic groups in Son La province in recent times. She affirmed that the results achieved by the province in the past term and the development achievements of the province over 40 years of renovation have created a new face for Son La; consolidated and strengthened the people's trust in the Party, creating an important premise for the locality to develop rapidly and sustainably in the coming years, contributing positively to the overall development of the country.

Basically agreeing with the directions and tasks for the coming time stated in the Political Report, Comrade Bui Thi Minh Hoai noted that the Party Committee, government, army and people of Son La province continue to thoroughly grasp, effectively and promptly implement the Party's guidelines, the State's laws and policies, the directions of the Politburo and the Secretariat, headed by General Secretary To Lam, especially promptly and effectively implementing the Politburo's resolutions on protecting, caring for and improving people's health; developing education and training; developing science and technology; innovation and digital transformation; developing the private economy; promptly removing difficulties to effectively implement the two-level local government, ensuring closeness to the people, serving the people and businesses best.

The province focuses on and resolutely reforms administrative procedures, especially reform of administrative procedures associated with digital transformation; promotes decentralization and delegation of powers associated with strengthening inspection, supervision and control of power; promptly removes difficulties, obstacles and "bottlenecks" from institutions, policies to implementation; creates an open, transparent and favorable investment and business environment for people and businesses.

Party committees at all levels in the province continue to promote the work of building a clean and strong Party and political system; improve the leadership capacity and fighting strength of grassroots party organizations. Party committees at all levels resolutely and persistently fight to prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; strengthen inspection and supervision, attach importance to the self-inspection work of Party organizations, promptly detect violations as soon as they appear...

The province focuses on leading and developing the socio-economy; maximizing potentials and advantages, effectively implementing the identified breakthroughs to continue comprehensively developing all economic sectors and fields, striving to achieve the set growth target. In particular, Son La focuses on restructuring the agricultural economic sector, increasing cooperation in developing agricultural production; developing high-tech agriculture.

Son La focuses on breakthrough solutions to make tourism a spearhead economic sector; develop eco-tourism, community tourism, cultural tourism, and smart tourism ecosystems. By 2030, Son La strives to become a province with fast, comprehensive, and sustainable development; one of the fairly developed provinces in the Northern midlands and mountainous region, the center of the Northwest sub-region.

The province preserves and builds a culture imbued with national identity as the spiritual foundation of society, creating a driving force for sustainable development; effectively implements health care and social security policies, has more drastic solutions to gradually reduce the gap between rich and poor, and increase development opportunities for people in border areas, remote areas, and especially disadvantaged areas.

Emphasizing the important strategic position of Son La in the Northwest sub-region, the Northern Midlands and Mountains, comrade Bui Thi Minh Hoai noted that the province needs to focus on improving its defense and security potential; and continue to strengthen the province's defense area.

The province comprehensively builds a people's security posture associated with the national defense posture and the border posture; closely combines the tasks of socio-economic development with strengthening national defense and ensuring security. Expands effective and substantive foreign relations, contributing to consolidating and cultivating the tradition of friendship between the two peoples of Vietnam and Laos, building a peaceful, stable, cooperative and developing Vietnam-Laos border.

During the morning session, the Congress elected the Provincial Party Executive Committee for the 16th term, 2025-2030. According to the program, on the afternoon of September 28, the Son La Provincial Party Executive Committee for the 16th term will hold its first meeting.
