Ensuring dike safety and flood response on rivers

On October 1, the Ministry of Agriculture and Environment issued Document No. 7368/BNNMT-DD to the provinces and cities of Phu Tho, Thai Nguyen, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, and Ha Tinh on ensuring dyke safety and responding to floods on rivers.

Accordingly, due to the impact of heavy rains from storm No. 10, major floods have occurred on the river systems in the North and North Central regions, with many rivers reaching alert level 3 and above, some rivers have exceeded historical floods (floods on Buoi River at Kim Tan reached 14.31m, exceeding historical floods by 0.06m) and are currently complicated.

To ensure the safety of the dike system and proactively respond to large floods, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to direct relevant agencies and units to closely monitor the development of flood water levels on river banks and the dike situation; inspect, review and implement dike protection plans, protect key areas of weak dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety.

Provinces and cities should strengthen inspection work on dykes, strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), promptly detect and handle incidents and situations that may occur from the first hour. At the same time, prepare human resources, materials, means and equipment to protect dykes according to the "4 on-site" motto, ensure safety for dykes, promptly report dyke incidents to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for coordination and direction.

In Cao Bang, this morning, October 1, the rain has stopped, the sun has shone, the water level on the major rivers in Cao Bang has begun to recede after reaching its peak, however, people still cannot return home because the water level is still very high.

Previously, on the night of September 30, when the water level of the Bang River rose very high, the main streets in the central area of ​​Cao Bang province were submerged in water, thousands of people had to be urgently evacuated. Local authorities set up barriers to prevent people from entering and leaving their houses and flooded streets. Cao Bang Electricity Company had to cut off power to thousands of households to ensure safety in flooded areas. Police, military and militia forces worked hard all night to help people evacuate people and property to safety.

Long-time residents of the old Cao Bang City said this was the biggest flood in the center of Cao Bang province since 1986. A similar flood occurred in 1986, when almost all houses in the old Cao Bang Town were flooded. The water level rose to the city's suspension bridge, sweeping away many houses, properties, and livestock of the people.

The night of September 30 was a sleepless night for the people of Cao Bang City, experiencing many worries and fears. From the afternoon of September 30, the water level on the Bang River rose very quickly, leaving many people unable to react and trapped in their homes. At the green market in Thuc Phan ward, the water suddenly flooded the market, leaving traders unable to react. Many goods were submerged, and the government had to urgently mobilize police forces and trucks to help people move their goods.

Mr. Nguyen The Hoan, Secretary of the Thuc Phan Ward Party Committee, said that this morning, the rain had stopped and the floodwaters began to recede, but the rate of receding was very slow. Last night, the ward mobilized 150 police, army, and militia to rescue people. However, the number of trapped people was too large, the force was thin, and there was a lack of vehicles and equipment, affecting the effectiveness of the rescue work. Currently, Thuc Phan Ward still has about 700 - 800 people trapped in their homes in flooded areas, lacking food and drinking water. The local government is organizing relief food, food, and drinking water for the people.

As of 11am on October 1, the weather in Cao Bang was dry, the sky was clear, and the rain was forecast to stop. However, the water level on the Bang River was still quite high, and people were still unable to return home. Meanwhile, the Binh Long Hydropower Plant upstream of the central area of ​​the province announced that at 9am it would continue to discharge floodwaters with a flow rate of 400m3/second.
