Dong Nai leads the country in synchronizing land database

With 100% (95 wards and communes) of land data synchronized with the national database, Dong Nai is currently the leading locality in the country in the process of building a unified and modern land database.

The province aims to complete all data by the end of November 2025, ensuring "correct - sufficient - clean - alive", in accordance with the 2-level local government model; at the same time, connect and share smoothly with other national databases to effectively exploit digital resources.

Leading the country in synchronization rate

According to statistics at the National Land Database Synchronization Portal of the Ministry of Agriculture and Environment , in the top 5 localities leading the country in synchronizing national land data, Dong Nai ranked number 1, followed by the localities: Thai Nguyen, Can Tho, Hai Phong and Ho Chi Minh City.

Mr. Trinh Quoc Dung, Deputy Director of the Land Registration Office of Dong Nai province, said: Before the time of operating the 2-level Local Government model, the Department of Agriculture and Environment directed specialized units to review and standardize data. Accordingly, the land data in operation was reviewed and classified into 3 groups: the correct, sufficient, clean group that can be synchronized immediately; the group that needs to be adjusted and supplemented with information before synchronization, which will be implemented in a rolling manner; and the group that must be completely rebuilt.

The review, construction and completion not only help the province's land data to be clean and unified but also create conditions for connection and integration with the national population database. At that time, administrative procedures such as: granting land use right certificates, registering changes, looking up planning information... will be carried out quickly and transparently in the electronic environment, significantly reducing paper records and waiting time for people and businesses.

Implementing the Central's directive documents, on October 1, the Provincial People's Committee simultaneously issued 3 important documents: Plan to implement the 90-day campaign to build and complete the land database of Dong Nai province; Decision to establish the Steering Committee to implement the 90-day campaign to build and complete the land database of Dong Nai province; Decision to establish a specialized Working Group to implement the 90-day campaign to build and complete the land database of Dong Nai province.

The goal is that by the end of November 2025, Dong Nai will complete all data on land plots, land users, land transactions and changes; at the same time, synchronize with the national population database, ensuring that each land plot is associated with a unique identification code. This is an important step towards land management using digital data and building e-government.

According to statistics from the Land Registration Office of Dong Nai province, the whole province currently has more than 2.7 million land plots, of which nearly 2 million plots have information on land use right certificates. Information on land users in the land database has been compared with the population database, with a matching rate of over 90%.

Strive to reach the finish line on time

According to the Provincial Land Registration Office, one of the major advantages that helped Dong Nai achieve high results is that many years ago, the province proactively built the DNAI.LIS application software, a land management system developed by the Department of Agriculture and Environment itself. Thanks to that, the process of reviewing, synchronizing, reconciling and connecting with the national database takes place quickly, safely and cost-effectively.

Synchronizing the land database is both a technical task and a contribution to administrative procedure reform. This is the foundation for improving the quality of public service provision, forming e-government and smart governance in the field of natural resources and environment. When the land database is completed, all data can be searched online, effectively serving the work of planning, recovery, compensation, land valuation, public asset management and real estate market development.

At the same time, this “correct - sufficient - clean - viable” system also helps authorities at all levels make decisions faster, more accurately, and more transparently, limiting errors, duplication, and negativity in the process of processing records. This contributes to accelerating the realization of the goal of comprehensive digital transformation, contributing to the construction of digital government, digital economy, and digital society.

At present, although the workload is still large and the implementation time is not long, the Provincial Land Registration Office affirms its determination to complete the assigned tasks on time. Thereby, continuing to affirm its leading position in building a modern, transparent land management system, focusing on serving people. This is also a solid foundation to promote innovation and enhance competitiveness in the national digital transformation period.

Provincial Party Committee member, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said: Cleaning up the land database is to effectively serve the state management work; at the same time, cutting down administrative procedures, creating convenience for people and businesses. The Provincial People's Committee leaders requested departments, branches, and localities to increase propaganda on newspapers, television, social networks and visual forms so that people can grasp and implement, helping the province complete the goal of cleaning up the land database, serving people better and better.
