The draft Political Report of the Dong Thap Provincial Party Executive Committee submitted to the 1st Congress of Dong Thap Provincial Party Committee for the 2025-2030 term summarized the achievements and drew important lessons after 40 years of innovation.

Dong Thap province has a difficult starting point, with backward agriculture , fragmented and small-scale production, uncultivated land, underdeveloped irrigation; lack of raw materials and equipment for small-scale industrial production; damaged social infrastructure; limited transportation, trade mainly by waterway; underdeveloped education, small-scale schools, low rate of school-age children; poor medical facilities; unemployment, and complex social developments.

Over 40 years of innovation, with correct, drastic, bold and breakthrough decisions, Dong Thap province has transformed strongly in many fields.

Specifically, the policy of developing agriculture as a lever, the decision to exploit the Dong Thap Muoi region, the implementation of the Go Cong sweetening project and the Agricultural Restructuring Project have transformed the deeply flooded, alum-contaminated, barren land into a fertile land. From producing one crop of seasonal rice to producing three high-quality rice crops, food output, land use coefficient and farmers' income have increased significantly.

Currently, Dong Thap province has become a key food production locality of the country. Rice output ranks third in the Mekong Delta, contributing to ensuring food security and export.

The transformation of thinking from agricultural production to agricultural economic thinking has achieved many outstanding results, creating strong changes in farmers and subjects participating in agricultural production, promoting the transformation of crop and livestock structure, applying science and technology in production, forming linkage chains and concentrated, high-quality agricultural production areas.

The policy of identifying, focusing on investment and developing key industries has created a breakthrough in industry development, forming new value chains, higher competitiveness and a more open market.

Production of tra fish and fruit is at the top of the country, rice and ornamental flowers are among the top in the country, pineapple growing area is at the top of the region. Collective economy is constantly consolidated and developed.

The growth model has shifted reasonably towards industrialization and modernization, transforming strongly from a purely agricultural province to a province with a diversified economy, with the development of industry, services and high-tech agriculture. Maintaining a fairly high growth rate.

Dong Thap province has developed industrial zones and clusters quite rapidly, attracting many investment projects, creating jobs and increasing budget revenue. The industrial production value is in the group of fairly large scale, rich in potential in the Mekong Delta region.

The school consolidation program has received investment attention. The health sector has made much progress, 100% of commune health stations have met standards, increasingly meeting the people's need for medical examination and treatment.

Policies for meritorious people, social security, poverty reduction, and the elimination of temporary and dilapidated houses have been comprehensively promoted. The power grid and communication systems are widespread and smooth. The poverty rate is among the lowest in the region and the country, and people's lives have been significantly improved.

The urban and rural areas are becoming more and more spacious and modern. The economic and social infrastructure is being developed in a concentrated manner, the traffic infrastructure is gradually being synchronized, smooth, connecting within the province and regionally.

The rural transport system makes a big difference. With the motto of the State and the People working together, hundreds of thousands of kilometers of rural roads have been concreted and asphalted, creating a complete transport network, shortening the distance between rural and urban areas, contributing to the completion of the new rural tasks in the whole province.

The local image has been successfully created with many representative and highly symbolic values. The harmonious combination of local resource values with the potential of nature, geography, history, culture and people has contributed to supporting and promoting economic and social development, creating many opportunities to attract investment, develop agriculture, trade, services and tourism.

Important lessons learned

From the practice of 40 years of innovation and the results of implementing the Resolution of the Provincial Party Congress for the 2020 - 2025 term, the Dong Thap Provincial Party Committee has drawn important lessons:

Firstly, to promote the role of the people as the main subject in all activities. Mobilize the combined strength of all classes of people according to the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". Arouse and promote the spirit of "solidarity, self-reliance, self-management, diligence, cooperation" in the community.

Second, uphold the Party's organizational and operational principles, especially the principles of democratic centralism, solidarity and unity. Always innovate the thinking, style and methods of leadership and management of the Party Committee and the political system. Uphold the Party's comprehensive leadership, closely follow reality, proactively grasp and forecast the situation to have appropriate, timely and flexible policies and solutions in leadership and management, especially in important circumstances and times.

Third, build a team of cadres with moral qualities, prestige, professional capacity, and practical skills equal to the task. Focus on regular and substantive political and ideological education. Promote the spirit of dynamism, creativity, daring to think, daring to do, daring to take responsibility for the common good; the exemplary role of cadres and party members, especially leaders. Effectively and qualitatively carry out cadre assessment work, ensuring the selection of cadres who meet the requirements of the job when arranging, appointing, and using. Timely mobilize, arrange, and assign cadres when they do not complete the task or are not evaluated to be suitable for their capacity and strengths.
