On October 1, a working delegation of the Ho Chi Minh City Party Committee led by Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang visited and worked with the Di An Ward Party Committee.

Before the working session, Secretary of the City Party Committee Tran Luu Quang and the working delegation surveyed the operations of the Public Administration Service Center (PPSC) of Di An ward.

At the meeting, Secretary of the City Party Committee Tran Luu Quang pointed out 3 pressures of Di An ward in the process of operating the 2-level government model, originating from the population size ranking first in the city and second in the country with a population of 228,000 people when it was first merged but has now increased to nearly 240,000 people.

The large population has put pressure on the work of ensuring security and order, ensuring public administrative services to meet the needs of handling administrative procedures for people inside and outside the area; pressure on developing infrastructure in sync with the current population size and with an increasing trend in the coming time.

This situation requires Di An ward to have a vision to overcome difficulties, ensuring sustainable development of the locality. Secretary Tran Luu Quang suggested Di An ward the most satisfactory, most worrying and most desirable issues to correctly assess the local situation, in order to have focus in the coming time.

Reporting to the working delegation, Party Secretary and Chairman of the People's Council of Di An Ward Vo Van Hong said that after 3 months of merger, the ward's economic structure is still developing stably in the direction of industry, trade, services and agriculture.

The ward's budget revenue in the first 9 months of the year reached 89.90%, total budget expenditure reached 52.74% compared to the assigned estimate. The TTPVHCC was assigned 17 staff with 15 counters and 5 counters to receive non-administrative dossiers. Up to now, 13,569 dossiers have been received, 100% of which were resolved before and on time. The ward successfully organized the 1st Ward Party Congress, term 2025-2030.

Di An Ward proposed 6 issues on organizational structure, staffing; public investment, budget; planning, land, construction, urban areas; education , training; administrative procedures and security and order issues, digital transformation.

In particular, it is recommended that the Ho Chi Minh City People's Committee allow the ward to continue to renovate and issue land use right certificates for spontaneous subdivision areas that meet the conditions and are in accordance with the planning.

For areas that do not ensure minimum infrastructure, it is recommended that the City consider allowing wards to coordinate with relevant agencies to review, research, adjust, and rearrange planning; in cases where the land belongs to the public land fund or belongs to the public land fund, auctions and biddings should be organized to create resources for urban infrastructure investment, ensuring urban embellishment and people's needs.

In addition, with a population of nearly 240,000 people and a huge workload, the ward proposed that the City People's Committee base on actual characteristics to allocate appropriate staff. Specifically, maintain the current staffing number, do not terminate the use of non-professional workers from May 31, 2026; at the same time, consider adding staff in areas that are lacking (planning, construction, digital transformation, internal affairs) and increase the number of deputies at the Party's advisory and support agencies; specialized departments and offices of the Ward People's Committee to enhance leadership and direction capacity and meet increasingly high work requirements.

Speaking at the working session, Secretary of the City Party Committee Tran Luu Quang shared the pressures of Di An ward after the merger, and at the same time praised the ward's efforts in overcoming difficulties and making the ward's organizational apparatus operate stably when operating a two-level local government.
