Legal Aid is a humane policy of the State, providing free support to disadvantaged people to protect their legitimate rights and interests. In reality, many ethnic minority people face financial difficulties and have limited legal awareness, making it difficult to access legal services when there are disputes and complaints. Therefore, the presence of legal aid forces at the grassroots level plays a particularly important role. Promoting the role of a trusted legal address for disadvantaged people, the Provincial State Legal Aid Center has promoted coordination with departments, branches and organizations to bring legal knowledge closer to the people, especially in remote areas, ethnic minority and mountainous areas.

Recently, the Provincial State Legal Aid Center organized a consultation and legal aid activity in Ma O village, Dong Khanh Son commune. From early morning, at the village Cultural House, people arranged their farming work to come and participate. Here, the center's legal aid officers informed about a number of cases that were close to the actual situation of the people; at the same time, they presented legal situations that often occurred in the locality for people to discuss and give their opinions on solutions. After that, the legal aid officers analyzed and guided according to the provisions of the law... Ms. Nguyen Thi Thuy Duong (Ma O village) shared that in the past, she had difficulty in making land documents because her house was far from the Commune Administrative Service Center, it was difficult to travel and she did not have a phone connected to the Internet. Thanks to the legal aid officers coming to her place to advise, after a short time, she completed the land documents. She hopes there will be more communication sessions like this to make access to legal information easier.

Ms. Nguyen Thi Thu Thuy - Head of Ma O village said that the majority of people in the village are Raglai people, travel conditions are still difficult, few people have the opportunity to learn about the law. The fact that the Provincial State Legal Aid Center directly propagates and answers questions at the grassroots has brought practical benefits. This is an effective way to help raise people's awareness of law compliance and maintain solidarity in the community.

Bac Ai Tay commune has more than 87% of the population being ethnic minorities. Recently, the Provincial State Legal Aid Center organized a training course on implementing legal regulations on legal aid in the civil field, coordination skills, and providing information to people for village chiefs, grassroots officials and prestigious people in the community. The training course aims to foster legal knowledge and improve communication capacity for grassroots officials and prestigious people in the community in the commune. Ms. Dinh Thi Nga - Head of Cha Panh village, Bac Ai Tay commune said: "Through the legal aid sessions, I have been consulted on land-related issues that people have long wondered about and have not been resolved. Receiving legal support from the State is in line with the people's wishes. I will try to learn more to be able to help people when needed."

In the first 9 months of 2025, the Provincial State Legal Aid Center organized legal aid in 14 villages in ethnic minority and mountainous areas in the province. Thanks to that, thousands of people, mainly Raglai ethnic people, received direct answers and advice from legal aid officers on the fields of land, marriage and family, the Law on Legal Aid, the Civil Code and the Penal Code. Many specific cases of the people were also received for further processing, ensuring the legitimate and legal rights of the people. The Center also provided free communication materials compiled by the Center; provided the legal aid request form, the introduction form, the address and phone number of the Center to the people.

Ms. Do Thi Hai - Director of the Provincial State Legal Aid Center said: "The communes in ethnic minority and mountainous areas have made legal aid work a key task in the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas. In recent times, the center has coordinated with localities to organize many campaigns to disseminate laws and mobile legal aid in remote villages, hamlets, and communes. Many ethnic minorities have received legal aid through local communication and assistance campaigns. Up to now, people in ethnic minority and mountainous areas have known the address of the center, their right to free assistance, and basic legal fields. Legal aid activities are continuing to spread strongly, becoming a legal bridge between the State and the People, contributing to bringing the Party's guidelines, policies, and laws of the State to ethnic minority and mountainous areas.
