Real estate market growing strongly

After 3 months of merging Khanh Hoa and Ninh Thuan provinces, the real estate market in the province has grown strongly thanks to the high number of transactions. In the third quarter, many social housing projects were approved for investment and assigned to investors. This is a positive signal, helping many low-income people to buy houses at preferential prices, contributing to ensuring social security.

Transactions increased

In the third quarter, the whole province recorded 24,043 real estate transactions, with a total value of more than VND 19,930 billion, an increase of nearly 70% compared to the second quarter, more than 3 times higher than the first quarter of 2025. In particular, residential real estate accounted for the majority, including 2,797 transactions of individual houses, 4,002 apartments, 2,422 urban land plots and 5,605 rural land transactions, with a total value of more than VND 18,600 billion. Personal income tax revenue from real estate transfers reached VND 176.6 billion, reflecting the large scale of transactions and the excitement of the market.

Previously, in the second quarter, the whole province had 9,202 transactions, with a total value of more than VND 11,700 billion, an increase of 32% compared to the first quarter. Notably, the land segment had a total value increase of up to 274%, showing the trend of capital flow shifting from small transactions to land funds with clear legal status and high value.

Mr. Nguyen Thanh Phu - Director of the Department of Construction assessed that the merger between Khanh Hoa and Ninh Thuan from July 1, along with a series of policies on infrastructure and urban development and new laws taking effect, has triggered a new wave of investment in the locality. At the same time, it can be affirmed that the real estate market has increased and become vibrant not only due to investment demand but also thanks to strong macroeconomic drivers. Many socio-economic indicators of the province in the first 9 months achieved good growth, in which the construction industry increased by 13.54%, clearly reflecting the need for urban development, housing and infrastructure works.

In addition, the Land Law, Housing Law and Real Estate Business Law (amended) officially took effect from August 1, 2024, helping the market become more transparent, creating confidence for investors. The Provincial People's Committee also continuously issued documents directing the control of trading floor activities, rectifying speculation and promoting the development of social housing - factors contributing to maintaining stable growth. Along with that, a series of approved master plans and zoning plans are a solid legal basis, at the same time opening up many new development spaces.

Many social housing projects are being implemented.

According to statistics from the Department of Construction, in the third quarter, many large-scale projects were approved and granted decisions to recognize investors. Typical examples include the Dam Mon New Urban Area with an area of ​​over 1,440 hectares, total capital of VND 25,645 billion; the Tu Bong New Urban Area with an area of ​​2,579 hectares, investment capital of VND 43,000 billion.

In Nha Trang and Cam Ranh areas, a series of commercial and housing projects are also being implemented such as: Nha Trang City Mixed Urban Area, Vinpearl Phu Quy, KN Paradise, Vega City, VCN Phuoc Hai, My Gia Urban Area... continuing to supply goods to the market. Meanwhile, the third quarter also witnessed a series of social housing projects approved for investment policies, adjusted investment policies, assigned investors, and started construction such as: Thanh Hai Social Housing in Thanh Hai Resettlement Area; Hacom Ocean City; Hung Phu II Social Housing; Vinh Hai Social Housing Area; HHO-05 Social Housing (Hacom Galacity); CT-04 Social Housing; OXH-02 Social Housing... providing tens of thousands of apartments for low-income people.

Mr. Phan Viet Hoang - General Secretary of Khanh Hoa Real Estate Brokerage Association commented that along with economic development, especially the expanded space when merging provinces, in recent times, the locality has made efforts and focused on removing legal obstacles for large real estate projects that have been stagnant for a long time. From there, the PCI index has been improved, increasing the attractiveness of the investment environment. Many incentive mechanisms and administrative procedure reforms have been implemented to help investors access information, planning and licensing more quickly.

In addition, the housing development program for the 2021-2030 period is being adjusted according to the Housing Law 2023 and on the basis of the arrangement of provincial administrative units. The province is also proposing the Ministry of Construction to synthesize housing indicators for submission to the Government for consideration and decision. Thereby, it will have a positive impact on housing management and development in the province; at the same time, promote the real estate market to develop more systematically, in accordance with the Housing Law, the Real Estate Business Law and the Land Law 2023.
