The conference "Promoting regional linkages in e-commerce development - Enhancing products of the Northern midlands and mountainous areas" in 2025 in Lai Chau province in conjunction with the 2nd Tan Uyen District Tea Festival aims to effectively implement the targets, tasks and solutions in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Plan No. 01-KH/BCĐTW dated March 21, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation on implementing the "Digital Literacy for All" movement; Resolution No. 09-NQ/TU dated February 25, 2022 of the Provincial Party Executive Committee on the Digital Transformation Program of Lai Chau province for the period 2021 - 2025, with a vision to 2030.
The conference “Promoting regional linkages in e-commerce development - Enhancing products in the Northern Midlands and Mountains” was held with an important and consistent goal: Connecting resources - Expanding markets - Changing development methods for regions with great potential. This conference aims to concretize the strategic orientations of the Party and State on developing regional linkages in e-commerce, through a series of rich activities: Training, Seminars, Signing Memorandums of Understanding on cooperation... thereby creating an e-commerce ecosystem associated with local practices, where all parties look in the same direction, act together to open up new development opportunities for the Northern Midlands and Mountains region.
Comrade Le Hoang Oanh - Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade delivered the opening speech at the Conference.
Speaking at the opening of the Conference, Mr. Le Hoang Oanh - Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade emphasized that the Northern midlands and mountainous region is one of the most potential regions in the country, with a diverse cultural and ecological ecosystem, endemic resources, a land with a strong cultural identity, a rich ethnic community and a strong spirit of development. With such rich potential, to optimize the advantages, a strong "thread" connecting the regions is needed, which is e-commerce.
The series of events promoting regional linkages in e-commerce development in the Northern midlands and mountainous regions today is organized with many rich, practical and highly influential contents. Through this series of activities, the Ministry of Industry and Trade (Department of E-commerce and Digital Economy) wishes to accompany the provinces in the Northern midlands and mountainous regions to promote the model of "each specialty product is a digital brand", contributing to job creation, income increase, sustainable economic development and spreading indigenous cultural values. Today's series of events is an important step for us to discuss together, propose effective solutions and policies to realize the set economic growth targets, thereby building a strong digital economy, a prosperous Vietnam through the power of regional linkages and e-commerce.

Introducing to delegates an overview of Lai Chau province with its potentials and advantages in agriculture, forestry, tourism, etc., the Vice Chairman of the Provincial People's Committee affirmed that, implementing the Party and State's policies on digital transformation and e-commerce development, Lai Chau province has issued Resolutions, Programs and plans on: Digital transformation, digital infrastructure development in Lai Chau province until 2025, with a vision to 2030; e-commerce development in Lai Chau province in the period of 2021 - 2025 and annually; non-cash payment in Lai Chau province in the period of 2021 - 2025;... to encourage and support enterprises, production and business establishments in Lai Chau province to promote digital transformation, application of e-commerce in production and business, especially promoting and introducing the province's tourism potential and products on digital platforms.
The Conference "Promoting regional linkages in e-commerce development - Enhancing products of the Northern Midlands and Mountains" in 2025 organized by the Ministry of Industry and Trade in Lai Chau is a great opportunity to promote tourism products, people, and culture of Lai Chau; bring agricultural products, OCOP products, and local specialty goods to participate in famous digital platforms such as: TikTok, Shopee, Alibaba... At this Conference, Lai Chau province respectfully and receptively listened to the opinions and discussions of State management agencies and e-commerce enterprises, KOLs/KOCs in analysis and evaluation; sharing experiences in exploitation, management and operation; Proposing policy mechanisms and solutions to strongly promote digital transformation, e-commerce activities..., especially training and coaching 200 people of enterprises, cooperatives, production and business households in the region in general and Lai Chau province in particular on e-commerce sales skills, livestream sales, putting products on digital platforms for promotion, introduction, and sales connection. The Vice Chairman of Lai Chau Provincial People's Committee requested businesses in the province to join hands with State agencies; take advantage of existing advantages and potentials; grasp new development trends of e-commerce to develop brands and do business effectively. From there, join hands to promote regional linkages in e-commerce development in Lai Chau and the provinces of the Northern Midlands and Mountains.
Representatives of the Department of Industry and Trade of 3 provinces signed a Memorandum of Understanding to support e-commerce applications with businesses in the Northern midlands and mountainous regions.
At the Conference, the Memorandum of Understanding signing ceremony on supporting e-commerce application between the Departments of Industry and Trade of Lai Chau, Dien Bien, Thai Nguyen provinces and enterprises in the Northern midland and mountainous region was witnessed by the leaders. The signing is a testament to the commitment to accompany and closely cooperate between state management agencies, enterprises and localities in promoting strong and sustainable development of e-commerce in the Northern midland and mountainous region.
