The 5th Party Congress of the Department of Industry and Trade, term 2025 - 2030: "Solidarity, discipline, creativity, development"

This afternoon (June 20), the Party Committee of the Department of Industry and Trade solemnly held the 5th Congress, term 2025 - 2030 with the theme "Solidarity, discipline, creativity, development". Comrade Giang A Tinh - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Member of the Standing Committee of the Provincial People's Committee Party Committee attended and delivered a speech directing the Congress.

Attending the Congress were delegates representing the Party Committee, Party Cells under the Provincial People's Committee Party Committee; Propaganda and Mass Mobilization Department, Party Organization Department of the Provincial People's Committee; all Party members and outstanding people in the Party Committee.

The political report presented by the Presidium at the Congress stated: The Party Committee of the Department of Industry and Trade has 4 subordinate Party cells with 60 Party members. During the past term, the leaders of the Industry and Trade sector together with all Party members, civil servants and public employees in the sector have made efforts to successfully complete the assigned tasks: 4 main targets have been achieved and exceeded the targets set out in the Resolution. Notably, the industry and handicraft sector has grown quite well with an average growth rate of 12.1% per year, the industrial production value in 2025 is estimated at 9,055.4 billion VND, an increase of 1.6 times compared to 2020. The total retail sales of goods and consumer service revenue in the period of 2021 - 2025 is estimated at 41,796.9 billion VND, an average growth rate of 10.1% per year. Total import-export turnover in the 2021 - 2025 period is estimated at 188.67 million USD, of which the local export value alone reached 64.06 million USD, an average increase of 21.2%/year.

Political and ideological education work has been strengthened, and the Directives, Resolutions, and Conclusions of the Central Committee, the province, and the Party Committee at higher levels have been thoroughly grasped and seriously studied, creating trust and consensus in the awareness and actions of cadres, party members, and the masses in the leadership of the Party. Mass organizations have been focused on consolidating, orienting their activities, promoting patriotic emulation movements; participating in cultural and sports movements, charitable activities, and actively participating in Party building. In the 2025 - 2030 term, the Party Committee of the Department of Industry and Trade set out 7 targets, including 5 targets on implementing political tasks and 2 targets on Party building work; 5 key tasks, 2 breakthroughs such as: Every year, the Party Committee, Party Committee and 100% of Party cells and affiliated Party cells are classified as having completed their tasks well or better; 100% of Party members complete their tasks, of which 95% of Party members are classified as having completed their tasks well or better; during the term, 5 or more new Party members are admitted; promoting the development of e-commerce, supporting enterprises, cooperatives, and business households to carry out digital transformation, applying e-commerce in production and business activities associated with the effective implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; digital literacy movement; Promote the development of solar power projects in potential areas in the province approved by the Prime Minister...

In their discussions at the Congress, delegates focused on giving their opinions on the Political Report, the Executive Committee's Review Report, the draft Resolution and a number of tasks and solutions to achieve the goals set out in the Congress Resolution in the coming term...

Speaking at the Congress, Comrade Giang A Tinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Member of the Provincial Party Standing Committee acknowledged and commended the results that the Department of Industry and Trade Party Committee had achieved in the past term and expressed confidence in the tradition and experience of previous terms, along with the new spirit from this Congress, the Department of Industry and Trade Party Committee will continue to promote the achievements, contributing to the successful implementation of the goals and tasks set out by the new term Lai Chau Provincial Party Congress.

Comrade Giang A Tinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Member of the Standing Committee of the Provincial Party Committee delivered a speech at the Congress.

He requested the Party Committee to continue to thoroughly grasp and concretize the Party's guidelines, policies and laws of the State; effectively implement the Government's solutions, the Action Program of the Provincial People's Committee and the Ministry of Industry and Trade on socio-economic development, in order to maintain and promote industrial and commercial production activities with a good growth rate, completing the main targets on socio-economic development in the field of Industry and Trade.

Along with that, focus on promoting the development of industries, especially electricity generation, processing, manufacturing and mineral exploitation and processing; develop some key local industrial products. Promote industrial promotion activities to promote the development of agricultural, forestry, fishery and handicraft processing. Promote the development of the domestic market, synchronously deploy measures to ensure the balance of supply and demand of essential goods. Pay attention to doing a good job of political and ideological education; strengthen the inspection and supervision of party organizations and party members, especially in the performance of public duties...

At the Congress, the results of synthesizing opinions of party members and the masses participating in the draft documents of the 14th National Party Congress and the draft documents of the 2nd Provincial Party Congress, term 2025 - 2030; a report synthesizing opinions of affiliated party organizations and the Political Report of the Party Committee of the Department of Industry and Trade were reported.

Delegates vote to elect the new Executive Committee.

With a sense of responsibility, objectivity and impartiality, the Congress elected the Party Executive Committee of the Department of Industry and Trade consisting of 6 comrades. At the first meeting of the Party Executive Committee of the Department of Industry and Trade, term V, term 2025 - 2023, the positions of Secretary and Deputy Secretary were elected; the Party Inspection Committee consisting of 3 comrades was elected and the Chairman of the Inspection Committee was elected. Comrade Vuong The Man was elected to hold the position of Secretary of the Party Committee of the Department of Industry and Trade for the term 2025 - 2030.

Comrade Giang A Tinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Member of the Provincial Party Standing Committee presented flowers to the new Executive Committee.

The Congress also elected a delegation of 6 comrades (5 official delegates and 1 alternate delegate) to attend the 2nd Provincial Party Congress, term 2025 - 2030; voted to approve the Report synthesizing the Congress's opinions on the draft documents of the 14th National Party Congress, draft documents of the 1st Provincial Party Congress, term 2025 - 2030; voted to approve the Congress Resolution.
