Vinspeed's high-speed railway connecting Can Gio: Ho Chi Minh City sets up a project appraisal council

On the afternoon of October 15, the Ho Chi Minh City People's Committee established a council to evaluate the high-speed urban railway project invested by Vinspeed Company from the city center to Can Gio. With this railway, it is expected that it will take only 12 minutes to travel from the city center to Can Gio.

Specifically, the Ho Chi Minh City People's Committee has issued a decision to establish a council to appraise the dossier requesting approval of the investment policy, and at the same time approved the investor of the urban railway project connecting the center of Ho Chi Minh City - Can Gio proposed by Vinspeed High-speed Railway Investment and Development Joint Stock Company (Vinspeed Company).

According to the decision, the chairman of the appraisal council is Mr. Nguyen Cong Vinh - Director of the Department of Finance, the vice chairman of the council is Mr. Quach Ngoc Tuan - Deputy Director of the Department of Finance. 16 members are leaders, representatives of departments, localities and related units.

The appraisal council is responsible for organizing the appraisal of the application for approval of the investment policy, and at the same time approving the project investor proposed by Vinspeed Company according to regulations, and submitting it to the Ho Chi Minh City People's Committee for consideration and decision.

Members are representatives of departments, branches, units, and localities responsible for providing opinions on time as requested by the council's standing body. In case of not responding after the deadline, it is considered that they agree with the content of the consultation of the council's standing body and are fully responsible for not responding on time...

The appraisal council is invited to represent a number of relevant organizations and individuals to participate in the appraisal and attend meetings during the project appraisal process.

Based on the appraisal report of the appraisal council, the Department of Finance advised and proposed the Ho Chi Minh City People's Committee to consider approving the investment policy and at the same time approve the investment project of Vinspeed Company.

In particular, the 48.5km high-speed urban railway project connecting Ho Chi Minh City - Can Gio was proposed by Vinspeed Company to start construction in 2025 and complete in 2028.

With a speed of 350km/h, when completed, this high-speed urban railway will shorten travel time from the center to the Can Gio coastal urban area to about 12 minutes, carrying 30,000 - 40,000 passengers per hour, in each direction.

At the discussion session of group 1 to contribute opinions to the draft documents of the 14th National Party Congress and the draft documents of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030 on the afternoon of October 14, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that this term must develop strongly, to the maximum, and to take advantage of all conditions to build urban railways. This is almost the only solution to solve the traffic jam problem.

According to the Secretary of the Ho Chi Minh City Party Committee, in order to build 12 urban railway lines in this term, wards and communes must pay special attention to compensation and site clearance, because this is a decisive factor. Currently, Ho Chi Minh City is organizing 19 special task forces to go to localities to carry out compensation and site clearance work.

"I have offered big rewards to these teams. Those who do well will be rewarded or promoted, but those who do not do well will be replaced," Secretary Tran Luu Quang emphasized.
