According to the decision, the chairman of the appraisal council is Mr. Nguyen Cong Vinh - Director of the Department of Finance, the vice chairman of the council is Mr. Quach Ngoc Tuan - Deputy Director of the Department of Finance. 16 members are leaders, representatives of departments, localities and related units.
The appraisal council is responsible for organizing the appraisal of the application for approval of the investment policy, and at the same time approving the project investor proposed by Vinspeed Company according to regulations, and submitting it to the Ho Chi Minh City People's Committee for consideration and decision.
Members are representatives of departments, branches, units, and localities responsible for providing opinions on time as requested by the council's standing body. In case of not responding after the deadline, it is considered that they agree with the content of the consultation of the council's standing body and are fully responsible for not responding on time...
The appraisal council is invited to represent a number of relevant organizations and individuals to participate in the appraisal and attend meetings during the project appraisal process.
Based on the appraisal report of the appraisal council, the Department of Finance advised and proposed the Ho Chi Minh City People's Committee to consider approving the investment policy and at the same time approve the investment project of Vinspeed Company.

With a speed of 350km/h, when completed, this high-speed urban railway will shorten travel time from the center to the Can Gio coastal urban area to about 12 minutes, carrying 30,000 - 40,000 passengers per hour, in each direction.
