Meeting with businesses and investors in Lao Cai province

On the afternoon of October 9, Lao Cai Provincial People's Committee organized a forum to meet with businesses and investors in the province.

Speaking at the opening of the forum, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee expressed his respect and gratitude to the business community and entrepreneurs for always accompanying and making important contributions to the development of the province in recent years; at the same time, he quickly informed about the results of the Provincial Party Congress, the socio -economic situation, investment attraction in the first 9 months of 2025, orientations and solutions from now until the end of the year and 2026; the initial results that Lao Cai province has achieved in implementing plans and resolutions on private economic development.

Chairman of the Provincial People's Committee Tran Huy Tuan emphasized: The 1st Congress of Lao Cai Provincial Party Committee, term 2025 - 2030, has set out important goals, 25 main targets, 5 key tasks and 3 breakthroughs, opening up a long-term vision for the province.

The Provincial Party Committee and the Provincial People's Committee have promptly concretized the important Resolutions of the Central Committee and the Resolution of the 1st Provincial Party Congress into programs and action plans; especially Plan No. 12-KH/TU of the Provincial Party Committee and Plan No. 58/KH-UBND of the Provincial People's Committee to implement Resolution 68-NQ/TW of the Politburo and Resolution 138/NQ-CP of the Government on private economic development. These are plans with clear goals, many drastic solutions, clearly demonstrating high political determination, affirming the province's interest and commitment to promote the potential and huge resources from the private economic sector - an important driving force for Lao Cai to develop sustainably and grow stronger in the integration period.

In the first 9 months of 2025, the GRDP growth rate of Lao Cai province is estimated at 7.38%, ranking 4th out of 9 in the Northern Midlands and Mountains region and 22nd out of 34 provinces and cities; the total accumulated state budget revenue in the first 9 months reached over 14,600 billion VND, equal to 108% of the central budget estimate, equal to 70% of the provincial budget estimate; the total accumulated development investment capital in the first 9 months reached 54,400 billion VND, reaching 64% of the plan. In the province, there are currently 1,419 projects with valid investment policies, with a total registered capital of about 945,305 billion VND (including 67 FDI projects, with a total registered capital of 1,082.66 million USD). Many growth indicators are quite good, the investment and business environment is increasingly open, many large projects are being launched and newly implemented.

Speaking at the forum, comrade Nguyen Quang Vinh - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam Federation of Commerce and Industry (VCCI) expressed his confidence in the dynamic development of the business community in Lao Cai province. He hoped that the Party Committee, the government, the provincial leaders and departments, branches and localities would continue to pay attention to creating more favorable conditions for administrative procedures and investment procedures so that businesses can feel secure in developing, creating economic value and contributing to the socio-economic development of the province.

Concluding the forum, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: One of the key contents of the Resolution of the 1st Congress of Lao Cai Provincial Party Committee, term 2025 - 2030 is to promote the development of the private economy in the spirit of Resolution No. 68 of the Central Committee. This is a task of special significance, requiring the consensus and cooperation of all levels, sectors, the business community and investors.

Lao Cai Provincial People's Committee has issued a Plan and built a system of solutions to develop a dynamic private economic sector, with 18,000 - 20,000 operating enterprises, reaching an average of 10 - 12 enterprises/1,000 people; striving to have large enterprises capable of participating in the global value chain. The private economy is oriented to grow at an average of 10 - 12%/year, contributing about 72 - 75% of the province's GRDP and creating stable jobs for 140,000 - 150,000 workers.

Along with that, Lao Cai attaches special importance to productivity and quality, aiming for an average increase in labor productivity of over 6.5% per year, while promoting digital transformation in small and medium enterprises, aiming for 80% of enterprises to apply digital technology in management, operation, production, business and e-commerce. By 2045, the province's private economic sector will become a fast-growing, strong, sustainable force with high competitiveness, deeply participating in domestic and international production and supply chains...

To effectively implement these goals and tasks, Chairman of the Provincial People's Committee Tran Huy Tuan suggested that all levels and sectors of the province continue to review and adjust planning, perfect the legal corridor, policy mechanisms to create an open, transparent and effective investment environment; drastically improve the PCI and SIPAS indexes by shortening the time and reducing costs of administrative procedures for people and businesses; publicize and make transparent the work handling process; strengthen the application of information technology, increase the rate of online public services, build digital government, digital economy, digital society, towards a modern, favorable and transparent business environment.

The Provincial Business Association continues to be a bridge between the government and businesses, accompanying and supporting the improvement of management capacity, building brands, expanding markets; encouraging links, cooperation, forming large enterprises, capable of leading and supporting small and medium enterprises. The province also aims to support businesses in digital transformation, developing new business models, focusing on industries and fields with outstanding competitive advantages, thereby enhancing prestige and position in the domestic and international markets; proactively updating and implementing new plans, especially when the province is merged, associated with national strategic infrastructure projects such as high-speed railways and airports.

Departments, branches and sectors proactively propagate and provide information on new policies, potentials and development orientations of the province for businesses to easily access, cooperate and invest; proactively review clean land funds, build a list of projects calling for investment, complete infrastructure of industrial parks, support businesses in accessing land, applying technology, and site clearance; communes and wards establish business support teams, regularly dialogue through many forms to promptly remove difficulties and obstacles, promote rapid implementation of projects; focus on synchronous development of socio-economic infrastructure, especially strategic transport infrastructure, industrial park - cluster infrastructure, logistics, energy infrastructure and urban infrastructure; promote regional connectivity, public-private partnership and innovation; support small and medium enterprises, start-ups, business households...

Along with that, priority is given to attracting investment in 3 key economic zones: Lao Cai ward area and vicinity develop border gates, urban areas, trade, services and logistics; Bat Xat commune area and vicinity develop border gates, industry, trade, services; Yen Bai ward area and vicinity develop urban areas, clean industry, science - technology and digital transformation; Sa Pa and the western region develop tourism associated with cultural identity and organic agriculture; the eastern region develop mining industry and renewable energy.

Focus on removing difficulties and obstacles in production and business activities of enterprises, especially speeding up the implementation of large and key projects, creating leverage to promote development, with high spillover, contributing positively to the overall development of the province and region; continue to dialogue on investment policies and mechanisms, meet with enterprises in each field and industry at conferences and seminars to listen to opinions, resolve the legitimate rights and aspirations of enterprises.
