Construction begins as the site is cleared.
The route from Provincial Road 354 to National Highway 10 connecting Tien Lang and Vinh Thuan communes was approved by the City People's Committee under Decision No. 889/2023; the implementation period is from 2024 to 2026 with a total investment of more than 1,382 billion VND. Many people hope the route will be completed soon. Ms. Nguyen Thi Tho, in Vinh Bao commune, shared: every time she travels on National Highway 10 or the route through Dang Bridge to go home, traffic is often congested during rush hour, sometimes it takes hours for vehicles to pass. She hopes that the newly completed route will reduce congestion and shorten travel time.
In response to the people's expectations, immediately after the city made the investment decision, the localities where the project passes through focused on site clearance. Specifically, the project passing through the communes of Tien Lang and Vinh Thuan has basically completed site clearance. The project passing through Tien Lang commune has an area of 19.8 hectares related to 534 households, including 14 households with residential land, 516 households with agricultural land, and 4 organizations. By early October 2025, site clearance in Tien Lang commune had been completed for 532 households, with only 2 households not agreeing to the site clearance plan. In Vinh Thuan commune, the project passes through an area of 10 hectares, related to site clearance of 271 households and organizations, including 45 households with residential land, 224 households with agricultural land, and 2 organizations. The area in Vinh Thuan commune will be cleared early (from the beginning of 2025).
Based on the completed land area and handed over to the project, the construction units on the route are urgently carrying out construction. Accordingly, package 19 from Tien Thanh bridge to National Highway 10 has basically completed the construction of Tien Thanh bridge, prepared the bridge surface and constructed the lighting system. The road connecting to National Highway 10 (section through Vinh Thuan commune) has basically completed the construction of the roadbed, drainage, resettlement... The volume of work performed is 451 billion VND, reaching 89.6% of the contract value. Package 18, the construction of the road connecting from Provincial Road 354 to Tien Thanh bridge, currently has construction units digging the road form, filling sand, cement piles, box culverts, improving ditches, grading crushed stone... completing the bored piles and casting bridge girders over the irrigation canal. The volume of work performed is estimated at 198 billion VND, equal to 52% of the contract value.
Continue site clearance after project expansion adjustment
According to the General Director of the Hai Phong Traffic Construction and Investment Project Management Board Dao Sy Ngoc, currently, the Provincial Road 354 project through Tien Lang commune to National Highway 10 has been approved by the City People's Council and People's Committee to adjust the project expansion policy from 22.5 m to 50 m. The project adjustment content was approved by local departments and branches. The Standing Committee of the City Party Committee issued Notice No. 154 dated September 17, 2025, agreeing to the project adjustment policy. Accordingly, the adjusted contents were appraised and checked to be eligible to report to the City People's Committee for consideration and approval. Project adjustment leads to continued site clearance to serve construction.
Through field inspection of the project and working with related localities, Standing Vice Chairman of the City People's Committee Le Anh Quan assigned the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to coordinate with the People's Committees of Tien Lang and Vinh Thuan communes to develop plans and options to disburse maximum public investment capital in 2025 to arrange for site clearance (including the expanded area of the project). Along with that, direct construction contractors to concentrate machinery, equipment, and human resources to speed up progress.
Project items in phase 1, put into operation and use soon; at the same time, request Tien Thanh Industrial Park Investment Joint Stock Company to urgently coordinate with the Management Board of Hai Phong Traffic and Agricultural Construction Investment Projects to speed up the construction progress of the 2.6 km section, ensuring that it is put into operation synchronously with phase 1 of the Project.
Tien Lang Commune People's Committee and Tien Lang Area Project Management Board urgently complete site clearance for the remaining 2 households, hand over to the investor and contractor, to be completed before October 15, 2025; review the expanded area of phase 2 to clear the site when the project is decided to adjust the investment policy.
Implementing the city's direction, Chairman of Tien Lang Commune People's Committee Pham Van Giang informed that, through local statistics, the land area to be recovered for phase 2 of the project is 109,965 m2; of which, residential land is 722 m2 ; agricultural land is more than 71 thousand m2, other land is more than 34 thousand m2 . The Commune People's Committee actively coordinated with the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to review the names of land users; collect documents, determine the origin of the land; publicly announce the project adjustment contents so that people can clearly understand and support the project; organize propaganda and mobilize households and organizations within the area of land clearance to expand phase 2 of the project.
