Implementing interest rate reduction for social housing loans

The Vietnam Bank for Social Policies (VBSP) Dak Lak Branch has directed the system of transaction offices to adjust the interest rates of the social housing loan program according to the Government's new policy to ensure timely and appropriate support to the right subjects.

Accordingly, the Government has just issued Decree No. 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. Specifically, the preferential loan interest rate for purchasing or hire-purchasing social housing; purchasing or hire-purchasing housing for the people's armed forces; The interest rate for construction, renovation and repair of houses at the Social Policy Bank is 5.4%/year instead of 6.6%/year as before. In addition, for loans signed before October 10, 2025, the interest rate will be adjusted to apply the actual principal balance and overdue principal balance (if any).

Total outstanding social housing loans in Dak Lak province to date have reached over 348 billion VND with 1,111 customers having outstanding loans (in the first 9 months of 2025 alone, 40 billion VND was disbursed to 91 customers).

In the coming time, the Social Policy Bank will actively coordinate with the Party Committee and the Government to review and synthesize the loan needs of the subjects; strengthen propaganda and dissemination of the social housing loan program to all people so that they know and access it when needed. At the same time, focus on training on the process, procedures, and loan application documents to communes, wards, organizations providing entrusted services, and savings and loan groups. On that basis, conduct reviews and disbursements to customers in need and eligible for loans, ensuring transparency and compliance with regulations.

The preferential credit program for social housing loans aims to support the following subjects: people with meritorious services to the revolution, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution; low-income people in urban areas; workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial zones; officers, professional soldiers, non-commissioned officers of the people's armed forces; defense workers and civil servants currently serving in the army, people working in secretarial work, people working in other secretarial organizations receiving salaries from the state budget; cadres, civil servants, and public employees; poor and near-poor households in rural areas, urban areas, and rural areas in areas frequently affected by natural disasters and climate change. The purpose of the program is to provide loans for the purchase or hire-purchase of social housing; purchase or hire-purchase of housing for the people's armed forces; or construction/renovation, home repair.
