How does a rest stop work?
According to Giao Thong Newspaper's reporter, in addition to the rest stop on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (Km42) which is overloaded with vehicles, up to now, on the expressway sections from Ho Chi Minh City to Nha Trang ( Khanh Hoa ), there have been at least four more temporary rest stops in operation.
Cam Lam - Vinh Hao Expressway Rest Stop located at intersection 709 (Thuan Nam district, Ninh Thuan ) has parking lot and free water.
Specifically, on the Dau Giay – Phan Thiet expressway, at Km 69+500, the temporary rest stop is located on the left side of the route (intersection 765, Xuan Loc district). On the Vinh Hao – Phan Thiet expressway, the temporary rest stop is located at Km 199+750 (Ham Thuan Bac district).
On the Cam Lam – Vinh Hao highway, the temporary rest stop is located right at the 709 intersection (about 10km from Vung mountain tunnel). The waiting area and restrooms are made of containers, and the parking lot is covered with thousands of square meters of asphalt. This is a rare temporary rest stop with an air-conditioned waiting room and free mineral water for drivers and passersby.
Because these are temporary rest stops, the parking area is limited, only capable of receiving cars and buses, and there are no fuel stations...
In contrast to the image of busy vehicles entering and exiting temporary rest stops, the planned locations of Phan Thiet - Dau Giay expressway rest stops (Km 47+700) and Vinh Hao - Phan Thiet expressway rest stops are still just empty lots.
Adjustment and supplement of planning
According to the planning in Binh Thuan province, there are four rest stops on two highways, each rest stop has an area of about 2 hectares, now the planning has been adjusted to 5 hectares on each side.
On the expressway sections from Ho Chi Minh City to Nha Trang (Khanh Hoa), there is only the Ho Chi Minh City - Long Thanh - Dau Giay expressway rest stop (Km42), the rest are temporary rest stops.
On the Phan Thiet - Dau Giay Expressway, located at Km 47+500 (bordering Dong Nai and Binh Thuan provinces). Mr. Nguyen Cong Hop, Deputy Director of the Phan Thiet - Dau Giay Expressway (Thang Long Project Management Board) said that he is coordinating with the locality to supplement the land use planning to hand over the site soon.
Opening bidding documents for Mai Son - National Highway 45 rest stop
Mr. Luong Van Long, Executive Director of Mai Son - National Highway 45 project (Thang Long Project Management Board) said that the bidding documents have been opened for the investment project to build and operate a rest stop at Km 329+700 (section through Dong Hoa commune, Dong Son district, Thanh Hoa province).
The project will build a pair of rest stops located on both sides at Km 329+700, in Dong Hoa commune, Dong Son district.
Of which, the station on the right side of the line has a total area of about 39,184m2, the construction area of the station's functional subdivisions is about 24,500m2. The station on the left side of the line has a total area of about 32,473m2, the construction area of the functional subdivisions is about 24,500m2. The overall progress is expected to be 18 months from the date of signing the contract, the completion time of public service works is expected to be 12 months. Phuc Tuan
The two rest stops on the Vinh Hao - Phan Thiet highway are located at Km 144+560 (Tuy Phong district) and Km 205+092 (Ham Thuan Bac district). Up to now, Project Management Board 7 has handed over the site clearance piles to the land fund development centers of the two districts to carry out site clearance compensation.
Tuy Phong District People's Committee has approved the results of contractor selection for the consulting unit for measuring cadastral maps and consulting unit for checking and accepting cadastral maps to serve the work of compensation and site clearance. Ham Thuan Bac District People's Committee has approved the technical design and estimate for measuring and drawing cadastral maps.
According to the Vinh Hao – Phan Thiet Expressway Management Board, it is expected that an investor will be selected in June 2024. Project Management Board 7 has worked with the People's Committee of Binh Thuan province and the districts and issued a document urging the locality to speed up procedures to hand over the site in July 2024. However, these two stations are currently facing difficulties in land use conversion procedures.
Mr. Pham Quoc Huy, Director of Vinh Hao - Phan Thiet Expressway Management Board, said that the rest stop at Km 205+092 has been added to the planning. The locality has not yet completed the updating of the station at Km 144+560 (Tuy Phong district) into the land use planning. "We are coordinating with the locality to complete the procedures soon," said Mr. Ha.
Explaining the reason for not yet handing over the site, Mr. Tran Ngoc Hien, Vice Chairman of the People's Committee of Ham Thuan Bac district, said that the district had previously updated the location of the rest stop planning, established a survey file, and established a file as a basis for land counting and recovery. However, after adding the planning and moving to a new location, the land use planning had to be updated. "The land recovery must wait for the province's opinion on adjusting the land use plan, submit it to the Provincial People's Council for approval, and then implement the compensation and clearance steps," said Mr. Hien.
Meanwhile, Tuy Phong district representative said they will review the information and will respond later.
Reporting to the Government on the progress of investment in rest stops on expressways in mid-May, the Ministry of Transport said that it had approved a network of rest stops on the North-South expressway in the East from Lang Son to Ca Mau with a total of 36 stations.
Up to now, 9 stations have been invested and are under construction; 1 station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the route invested by the Vietnam Expressway Corporation are implementing investment procedures and 24 stations belong to component projects managed by the Ministry of Transport.
For 24 stations managed by the Ministry of Transport, 21 stations have selected contractors for consulting packages to prepare documents.
Of which, 8 stations on the North-South Expressway in the East, Phase 1, issued bidding documents on March 20, 2024, the bidding opening date is May 20, 2024, and the investor is expected to be selected in June 2024. The construction time of the rest stops according to the bidding documents is 18 months, of which the public service works is 12 months.
The Ministry of Transport will direct the Project Management Boards to negotiate with the winning investor to prioritize implementation to put public service works into operation within about 3 months after finding an investor.
For the remaining 13 stations, the Ministry of Transport is urgently developing a replacement circular to serve as a basis for implementation. To speed up the progress of selecting investors and implementation, the Ministry of Transport has reported and received permission from the Prime Minister to apply the simplified process and procedures for issuing circulars.
