
Attending the festival were leaders of the Provincial Vietnam Fatherland Front Committee, Department of Science and Technology, Provincial Youth Union, a number of departments, branches, sectors, and enterprises in the province; leaders of Gia Tran commune and the commune's Community Learning Center.
Also attending the festival were officials, civil servants, and workers of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of the commune; Party cell secretaries, village and hamlet chiefs; heads of the front work committees of villages and hamlets; representatives of health stations, cooperatives, community digital technology teams, and exemplary citizens participating in the "Grassroots Digital Citizen" model.
At the festival, Gia Tran Commune People's Committee announced the decision to establish the Commune Community Learning Center; organized a signing ceremony for cooperation with units performing the task of transferring the "Grassroots Digital Citizen" model and signed a competition agreement between the Commune Community Learning Center and representatives of 22 Community Digital Technology Teams in the area.
According to the plan, during the 45-day peak campaign, Gia Tran Commune Community Learning Center will organize "Digital Literacy" classes to train, guide and educate members of the Community Digital Technology Team. This will be the core force to spread and popularize basic digital skills such as: proficient use of computers and printers; sending and receiving electronic documents; creating and sending online reports; conducting popular surveys through the information system. Moving forward, people will be guided to use online public services, initially simple procedures such as certifying copies from originals, integrating documents into electronic identification accounts, cashless payments, using electronic Party Member Handbooks and other digital utilities in daily life.

Organizing the "National Digital Learning Festival" is a practical activity, contributing to concretizing the theme "Comprehensive, comprehensive digital transformation to accelerate and break through digital economic development", with the motto of action "Digital transformation: faster, more effective, closer to the people".
The “Digital Literacy for All” movement was launched with the goal of popularizing basic digital knowledge and skills for all people, ensuring that “no one is left behind” in the digital transformation process. Gia Tran is one of the pioneering localities implementing this model, demonstrating the correct awareness in determining that people are the center, subject and goal of digital development.
