Speaking at the 18th Congress of Hanoi Party Committee on the afternoon of October 17, Mr. Tran Anh Tuan - Director of the Department of Science and Technology of Hanoi said that in the context of deep international integration, science - technology (S&T), innovation (I&T) and digital transformation (DCT) are identified as the main driving forces, having decisive significance for national competitiveness and sustainable development of the capital.
The question is: What will be the new driving force to innovate management methods, prevent the risk of falling behind and create development in the new era?

According to Mr. Tuan, Hanoi has continuously led the country in the Innovation Index in 2023, 2024, 2025; is leading in the field of science and technology and is promoting digital transformation, green transformation, actively building digital government and smart governance with the whole country. These results show the remarkable potential and efforts of the capital and the whole country in science, technology and innovation.
“For a special urban area like Hanoi – where high-quality human resources and the country’s leading university and research institute system converge – being at the forefront of science and technology, innovation and digital transformation is a prerequisite to enhance competitiveness in the context of globalization.
Therefore, science and technology, innovation and digital transformation are not only the foundation, but also the strategic driving force to help Hanoi enter an era of breakthrough development, affirming the leading role of the capital in the country's development process and enhancing Vietnam's international position," the Director of the Hanoi Department of Science and Technology emphasized.
In recent times, Hanoi has clearly expressed its view that science and technology, innovation and digital transformation are the strategic driving forces of the new development stage. The Steering Committee for the implementation of Resolution 57 of the City Party Committee has directed the City to issue many specific and outstanding policies through Resolutions of the City People's Council on: breakthroughs in science and technology development, innovation; building a creative startup ecosystem; controlled testing mechanism; venture capital fund; technology trading floor; innovation center.

At the same time, Hanoi also strongly promotes the process of building smart cities, big data systems and online public services. These orientations are both closely following the national strategy and demonstrating the flexibility and creativity of the capital - with the determination to make Hanoi become the leading innovation center in the region.
To successfully achieve the goals, in addition to the solutions stated in the mission orientation, Mr. Tran Anh Tuan proposed many more specific directions.
Accordingly, it is necessary to actively change thinking and methods, be more determined, eliminate the fear of change, form a digital government to serve the people and develop the digital economy.
Early concretization of outstanding policies for science and technology, innovation and digital transformation, while perfecting institutions on intellectual property, protecting intellectual property rights and gradually building a culture of accepting risks in innovation.
At the same time, urgently complete data architecture, build large data centers, ensure information security and connect with national databases; invest in research and development of artificial intelligence (AI), consider AI as strategic infrastructure, on par with electricity, telecommunications or the Internet.

According to Mr. Tran Anh Tuan, it is necessary to innovate human resource training in the direction of linking with the requirements of digital government, business and market needs. It is necessary to make the connection between the "three houses" - State, School, Business - really tight, promoting the combined strength.
In particular, communication work needs to go hand in hand with the implementation process, in order to raise awareness and create consensus in the political system, the business community and the people. Hanoi also needs to organize creative playgrounds, honor outstanding groups and individuals, and spread the spirit of innovation. A notable idea is to establish the annual "Capital Digital Citizen" award, to encourage the movement of learning, applying technology and building digital citizens.
It can be seen that the promulgation of Resolution 57 of the Politburo has opened a real revolution in leadership and management thinking in the field of science and technology, innovation and digital transformation. If in the past, "Contract 10" was considered a breakthrough in agricultural economic management thinking, Resolution 57 is ahead of reality, demonstrating strategic vision and profound innovative thinking.
The Resolution not only solves existing problems, but also proactively creates the future, paves the way for new production models, and anticipates the development trends of the times. Therefore, to realize the great idea of Resolution 57, each person needs to make great efforts and determination. That transformation does not start from technology or institutions, but from the courage to change the thinking and actions of each individual - starting today.
