Hai Phong plans to spend over 19,000 billion VND to invest in the East-West connection route.

The Standing Committee of Hai Phong City Party Committee has just agreed and assigned the City Party Committee and People's Committee to direct the implementation of procedures according to regulations to invest in the East-West connecting route of the city.

The City Party Committee, People's Council and People's Committee have also determined that this route is necessary and needs to be prioritized for investment in the 2026-2030 period, and investment in this route has been approved in the city's medium-term public investment plan for the 2026-2030 period.

According to the Party Committee of Hai Phong City People's Committee, currently the traffic connection between the western urban area of ​​the city (old Hai Duong city) and the eastern area (old Hai Phong city) is mainly through two routes: National Highway 5 and the Hanoi-Hai Phong expressway.

However, currently, these connecting routes are revealing many limitations, inadequacies, and disadvantages, creating "bottlenecks and bottlenecks" in the economic development of Hai Phong city.

The East-West connecting route aims to shorten the distance connecting the western urban center of the city with the center of Hai Phong city, connecting urban-economic-industrial-seaport-aviation-logistics centers... forming and creating new space, forming new land funds on both sides of the route corridor, synchronously connecting the intra-regional and inter-regional traffic network, including: old Hai Duong city belt road I, future Capital region belt road V, Kim Thanh East-West axis road, provincial roads 390, 390B, national highways 17B, 10..., creating a driving force to attract investment and develop the socio-economy of Hai Phong after the merger.

According to the plan of the City Party Committee, the East-West connecting route has its starting point at the intersection between the old Hai Duong City Ring Road 1 and the Bui Thi Xuan Bridge approach road. The end point of the route is the intersection between National Highway 10 and Nguyen Truong To Street.

The route will pass through Nam Dong, Ai Quoc, An Duong, An Phong wards, Ha Tay, Thanh Ha, Ha Bac, Ha Nam, and Kim Thanh communes with a total length of 23.5km.

The route is identified as an urban main road, a main street type with a forecasted growth rate of means of transport of 3.5-5%/year.

The planned route is 68m wide, including the main road, a 6-lane dual carriageway for trucks, buses, and cars with a minimum speed of 80 km/h; parallel roads on both sides for motorbikes and cars with a maximum speed of 60 km/h; a median strip of about 15m reserved for the development of modern public transport systems. The road clearance on both sides is 21m/side to build a collector road to serve the development on both sides of the route. The total investment of the project is about 19,128 billion VND.

The City Party Committee also proposed to invest in the construction of this route under the public-private partnership method, BT Contract form (payment by land fund), using 100% of capital mobilized by investors.

When the East-West connecting route is invested, constructed and put into operation, the land fund on both sides of the road will be developed to about 11,777 hectares; of which, industrial land is about 2,398 hectares; new urban and commercial service land is about 2,229 hectares; high-tech agricultural land is about 1,531 hectares; new traffic land is about 817 hectares and areas with interwoven space allocated for the development of tourism services, public, technical infrastructure, water surface, and trees are about 4,792 hectares.
