According to the National Center for Hydro-Meteorological Forecasting, currently (October 19), the reported cold air mass is approaching the northern border of our country. It is forecasted that in the evening and night of October 19, the cold air will have a weak impact on the weather in the Northeast region; from October 20-22, the cold air will be strengthened, affecting other places in the Northeast and North Central regions, then affecting some places in the Northwest and Central Central regions. Inland, the wind will change to Northeast level 2-3, coastal areas level 3-4.

The lowest temperature during this cold spell in the Northern Delta and Thanh Hoa is generally 19 - 21 degrees Celsius, in the mountainous and midland areas of the North it is 17 - 19 degrees Celsius, and in some places in the highlands it is below 16 degrees Celsius.

Hanoi area has showers and thunderstorms in some places. From the night of October 20, the night and morning will be cold. The lowest temperature in this cold air mass is commonly 19-21 degrees.

Due to the influence of cold air combined with the circulation of storm Fengshen, the North East Sea area has strong northeast winds of level 6, gusts of level 7-8, rough seas; in the East Sea area, strong winds of level 6-7, near the center of the storm, strong winds of level 8-10, gusts of level 12, very rough seas, waves 2.0-6.0m high. From early morning and on October 20, in the Gulf of Tonkin, the northeast winds gradually increased to level 6, gusts of level 7-8, rough seas, waves 2.0-4.0m high.

Due to the influence of cold air combined with disturbances in the upper easterly wind zone, on the night of October 19, in the area from Nghe An to Quang Ngai, there will be moderate rain, heavy rain and thunderstorms, locally very heavy rain; from October 20, there will be rain, moderate rain and thunderstorms, locally heavy rain.

Potential impact on the environment, living conditions, infrastructure, and socio-economic activities. Thunderstorms accompanied by tornadoes, lightning, hail, and strong gusts of wind can affect agricultural production, cause trees to fall, damage houses, traffic works, and infrastructure.

Strong winds and gusts, large waves at sea can affect the operation of ships and other activities.
