Households will be supported up to 2.5 million VND to install rooftop solar panels?

The Ministry of Industry and Trade is drafting a Prime Minister's decision regulating policies to support households installing self-produced and self-consumed rooftop solar power and electricity storage systems.

Accordingly, household solar power systems are supported with investment capital with a maximum rate of 500,000 VND for 1 kWp of total rated capacity of photovoltaic panels installed in the system (PV panels), but not exceeding 2.5 million VND for a household, applicable until January 1, 2031.

Supported investment capital, commercial loan interest rates

At the same time, the household solar power system is supported with commercial loan interest rates for investment. Specifically, the short-term loan interest rate in Vietnamese Dong is applied according to the regulations of the State Bank of Vietnam on lending activities of credit institutions and foreign bank branches to customers.

The maximum interest support period is 3 years from the date of loan disbursement according to the credit contract with the commercial bank.

The maximum interest-supported loan limit is 7 million VND for 1 kWp of total rated capacity of PV panels installed in the system, but not exceeding 35 million VND.

The above support funding source is balanced within the local budget's development investment expenditure source.

Every year, the Provincial People's Committee submits to the People's Council for consideration and decision on specific levels of financial support, ensuring compliance with the provincial budget and investment capital needs for developing household solar power systems in the area.

Along with financial support, there will be technical support for investment, installation and operation if requested by the homeowner. In which, the local electricity unit has technical instructions on connection, control, monitoring, protection; instructions for installation work to ensure electrical safety.

The responsibility of these units is to provide guidance within 5 days of receiving the request. If the householder has a need to sell the surplus electricity output of the household solar power system to the grid, the local power unit is responsible for coordinating the installation and replacement of a two-way electricity metering system suitable for the capacity; providing guidance on procedures and signing a sales contract.

Electricity and local authorities are responsible for support.

The People's Committee at the commune level guides the design, solutions to ensure safety of construction loads and fire prevention and fighting solutions in accordance with relevant legal regulations and suitable to the housing conditions of households.

Households are financially supported when they meet the conditions such as having a support application; completing all procedures, connecting, accepting and putting into operation the household solar power system in accordance with regulations.

Household owners must be responsible for ensuring accurate information in support application files, installation and use of equipment, materials, wires and accessories of clear origin, ensuring compliance with current standards, technical regulations and regulations of competent state management agencies.

Correctly and fully comply with legal regulations on fire prevention, fire fighting, electrical safety, environmental protection and relevant regulations during the operation of self-produced and self-consumed rooftop solar power sources and electricity storage systems and the principles specified in this decision. Use the support funding for the right purpose.

According to the Ministry of Industry and Trade , the advantages of self-produced and self-consumed rooftop solar power: No use of land area; helps save electricity costs, low operating and maintenance costs; investment rate for solar power reduces by an average of over 10%/year...

Disadvantages of self-produced and self-consumed rooftop solar power: Depends on roof area, weather, low stability of power supply (especially when not combined with a power storage system), relatively high initial investment cost if installing an additional power storage system (risk of fire and explosion for the power storage system if using equipment that does not ensure quality according to standards).
