People installing solar power must notify EVN, Ministry of Industry and Trade clearly states the reason

(Dan Tri) - Leaders of the Ministry of Industry and Trade affirmed that rooftop solar power is different from household appliances, because the power source depends on the weather, so it is necessary to connect and notify or register with the electricity industry to ensure stability.

Regarding the mechanism and policies to support farmers and businesses to participate in investing and developing renewable energy, especially rooftop solar power, at the 10th National Farmers' Forum on the morning of October 1, Mr. Pham Nguyen Hung, Director of the Electricity Department ( Ministry of Industry and Trade ), affirmed that the Party and State have a policy to encourage the development of renewable energy, including solar power, wind power, biomass power, and waste-to-energy.

"We can combine livestock and crop farming activities with a circular economic model, which means waste from agriculture and farms can be used to create biogas to generate electricity," he said.

The revised Power Master Plan 8 sets an important target that by 2030, 50% of Vietnamese households will install rooftop solar power for self-production and self-consumption. Accordingly, farmers can produce and supply "clean" electricity for their daily life, production, and even sell excess electricity back to Vietnam Electricity (EVN).

Mr. Hung said that currently, according to Decree 58/2025, it is allowed to sell excess rooftop solar power up to 20% of the installed capacity. However, recently, this unit has noticed that many families want to sell more surplus electricity.

"Therefore, in the near future, the Ministry of Industry and Trade will amend Decree 58 to allow the sale of a larger proportion of surplus electricity but encourage self-production and self-consumption, especially in the Northern region. This will reduce investment pressure on power generation centers and transmission lines," Mr. Hung emphasized.

He also noted that people should consider installing additional storage batteries, because solar power cannot be produced in the evening - the peak electricity consumption time (6-10pm).

"In the near future, the Prime Minister will issue a decision to provide economic and technical support for self-produced and self-consumed rooftop solar power and battery storage installation. Farms that combine livestock and production with rooftop solar power installation will enjoy these support policies," said Mr. Hung.

Regarding people's questions about why rooftop solar power needs to be notified or registered with the electricity unit, Mr. Hung said that rooftop solar power is different from household appliances such as air conditioners and lights.

"Rooftop solar panels produce electricity and this power source is unstable because it depends a lot on the weather such as clouds, rain, and sunshine. To ensure stable power quality, rooftop solar power systems need to be connected to and supported by the national grid," said a leader of the Ministry of Industry and Trade.

Therefore, large projects must register. Small systems need to notify so that the electricity industry has a basis to manage demand and the system. He also emphasized that the Government has issued many policies and mechanisms to support the development of renewable energy, including solar power, waste power, biomass power, etc.

The leader of the Electricity Department added that the Ministry of Industry and Trade has drafted a Prime Minister's Decision to promulgate a support policy for households to install self-produced and self-consumed rooftop solar power and install storage batteries. In the draft submitted to the Prime Minister, the Ministry proposed that households be able to borrow capital from policy banks for 3 years with preferential interest rates; and receive 2-3 million VND in support for installation costs.
