Support 95 wards and communes to remove obstacles in the fields of land and environment

(DN)- On October 23, Deputy Director of the Department of Agriculture and Environment of Dong Nai province, Dang Minh Duc, chaired a conference to discuss and resolve difficulties and obstacles in handling administrative procedures (TTHC) in the field of land and environment under the jurisdiction of the People's Committees at the commune level. The conference was connected online to 95 wards and communes in the province.

According to Mr. Dang Minh Duc, since July 1, 2025, the commune-level government has been assigned many new tasks; in the field of land management alone, there are 93 tasks. To ensure the smooth operation of the two-level government, the Department has advised the Provincial People's Committee to issue 23 decisions to announce the list of administrative procedures, 21 decisions to approve electronic procedures and 12 decisions to announce internal administrative procedures in the fields of agriculture and environment. Currently, 100% of administrative procedures in the agriculture and environment sector under the authority of the commune level have been deployed as online public services.

To support the grassroots in the conversion process, the department has sent nearly 300 staff to 95 wards and communes in 2 batches to receive documents, guide people and support commune-level one-stop shops to perform tasks in the fields of land and environment; organize training and guidance conferences.

According to the leaders of the Department of Agriculture and Environment, the current difficulties and problems of localities are mainly related to land use limits, extension of land use time, change of land use purpose, revocation of certificates, authority to issue certificates, land management software and file processing procedures.

Regarding the slow connection affecting the land management software, the department has conducted a field survey and has technical solutions to overcome it. On October 17, 2025, the department continued to send a document to 95 communes and wards requesting to review and specifically report on difficulties and statistics on the causes of late records in the process of handling administrative procedures.

According to Mr. Dang Minh Duc, the province is promoting the 90-day campaign to build and complete the land database. In particular, the People's Committee at the commune level is responsible for collecting land use right certificates, house ownership rights, and citizen identification cards of users and owners not yet in the land database and completing them before November 15, 2025. This is an important task, contributing to the completion of the land database of the whole province, better serving the work of handling administrative procedures. Therefore, communes and wards pay attention to directing, strengthening propaganda, and mobilizing people to coordinate implementation, ensuring the set progress.

At the conference, many wards and communes reported difficulties and obstacles in handling administrative procedures under newly decentralized authority; lack of personnel to perform professional tasks; some regulations have not yet been issued, leading to delays in site clearance work...

Many opinions and recommendations at the conference and local reports sent before the conference were directly answered by representatives of the Department of Agriculture and Environment. The department will synthesize some contents, respond in writing or report and make recommendations to the competent authority for answers and guidance.
