Electronic medical records - "digitizing" the healthcare industry
BAĐT is a system for managing all health information of people that is "digitized" during the examination and treatment process at medical facilities (basic information, medical history, test results, diagnostic imaging, doctor's treatment plan...) stored and continuously updated by electronic means. BAĐT records are a breakthrough in applying information technology to store patient information easily, securely, quickly and more accurately than traditional paper medical records; helping to look up and manage patient information quickly and effectively. The system contributes to simplifying administrative procedures, saving costs, reducing inconvenience for patients; contributing to transparency and modernization of medical examination and treatment. BAĐT records bring practical benefits to people, medical facilities as well as management agencies.
On March 14, 2025, Prime Minister Pham Minh Chinh signed and issued Directive No. 07/CT-TTg on promoting the implementation of the Project on developing applications of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in ministries, branches and localities in 2025 and the following years. On April 3, 2025, the Ministry of Health issued Decision No. 1150/QD-BYT approving the Plan for implementing the BAĐT dossier, clearly stipulating requirements on features, security and information storage, as well as the management of unique codes for each patient.
Implementing the Prime Minister 's directive, the direction of the Ministry of Health and the province's implementation plan for Project 06, the Provincial People's Committee directed the Department of Health and related sectors and units to resolutely deploy, ensure quality, and ensure progress for 100% of hospitals and health centers in the province to complete the implementation of the BAĐT dossier before September 30, 2025.
Comrade Nong Tuan Phong, Provincial Party Committee member, Director of the Department of Health, said: With the spirit of determination, drasticness and the motto "clear people, clear work, clear completion time", the Department of Health established a Team to urge the implementation of BAĐT; issued many directives, instructions, and urged hospitals and health centers to ensure meeting the set progress and roadmap. Hospitals and health centers proactively plan to deploy BAĐT files at their units; coordinate with VNPT Cao Bang and related units to review and evaluate the current status, information technology infrastructure; management software; hospital information system (HIS); image storage and transmission system (PACS); laboratory information system (LIS); operating procedures, confidentiality and human resource training... From there, propose solutions to deploy BAĐT files suitable to the reality of medical facilities. At the same time, the industry prioritizes resources for purchasing, managing, and using information technology equipment at public medical examination and treatment facilities to ensure consistency, on schedule, and compliance with regulations.
Complete the implementation of electronic medical records on schedule
On August 19, 2025, the Traditional Medicine - Rehabilitation General Hospital was the first unit selected to organize the appraisal and assessment of eligibility to deploy the BAĐT dossier. Previously, the hospital gradually invested in information technology infrastructure with 81 computers; connected the LAN system from the server room to departments and rooms, ensuring high stability; issued regulations on management and use of digital signature systems, digital certificates, digital signatures and electronic confirmation; put the system into operation according to the requirements and guiding circulars of the Ministry of Health.
Dr. Nguyen Quynh Anh, Director of the Traditional Medicine and Rehabilitation General Hospital, shared: As soon as the Prime Minister's Directive No. 07/CT-TTg and the directives of the province and the industry were issued, the Hospital proactively developed a plan and signed an agreement to lease an information technology package with a reputable software provider in the province. In particular, the cooperation method will be free during the pilot period of implementing BAĐT and Smart Hospital while there are no bidding results from software providers according to regulations. During the implementation process, groups were established to connect users and technology engineers, report progress weekly, and listen to suggestions to promptly resolve difficulties and obstacles in the process of completing the system.
Thach An Medical Center was newly invested and put into operation from February 2025 with a total area of over 2.4 hectares in Dong Khe commune. The project has a total investment of 168 billion VND, a scale of 100 beds, including 2 functional rooms, 11 specialized departments, and many modern equipment. The center started implementing BAĐT records from August 28, parallel with paper medical records.
Dr. Nong Thuy Phuong, Director of Thach An Medical Center, said: Despite some difficulties, in the context of reorganizing activities due to implementing the 2-level local government organization model, the Center has made efforts to complete the progress of implementing the BAĐT records. Along with that, speed up the updating and digitization of professional processes according to the roadmap, to completely replace paper medical records as soon as possible, so that people can enjoy modern and convenient medical services.
By September 15, 2025, the whole province had 16/16 hospitals and health centers that had passed the assessment and met the conditions to implement the BAĐT dossier, reaching 100% of the planned targets. Of which, 5/16 units had completed the dossier, submitted it and were approved on the Ministry of Health's electronic information portal to complete step 2, including the following hospitals: Provincial Traditional Medicine - Rehabilitation General Hospital, Provincial General Hospital, Quang Uyen General Hospital, Ha Quang General Hospital, Thach An Medical Center. This is a testament to the initial success, affirming the determination in the direction of the provincial health sector, the consensus and high determination of the staff and employees at medical facilities and the close, synchronous and effective coordination of related units.
Director of the Department of Health Nong Tuan Phong emphasized: Deploying the BAĐT profile is one of the key tasks, with breakthrough significance in innovating management and improving the quality of medical examination and treatment, aiming to build a smart, modern, and effective health system to better serve people's health care. In the coming time, the health sector will continue to strengthen, urge, and direct units to effectively operate the BAĐT profile system; at the same time, prioritize investment resources to upgrade information technology infrastructure, train medical human resources, build a solid data security system and synchronously deploy digital technology application solutions to improve the quality of medical services and better care for people's health.
