Perfecting customs policy according to the "service - companionship" mindset

(Chinhphu.vn) - Based on the practical requirements of the reform, modernization and international economic integration process, the Customs sector has been shifting strongly from the mindset of "management - control" to the mindset of "service - companionship" with businesses and people. Accordingly, the spirit of "service" has become a guiding principle throughout the process of perfecting policies, laws and reforming administrative procedures of the Customs sector.

The Customs sector has been shifting strongly from the mindset of "management - control" to the mindset of "service - companionship" with businesses and people.

To do this job well, the Customs Department has set a goal of putting enterprises at the center of policy making. Therefore, in the process of building and amending legal documents on customs, the Customs Department will focus on organizing to collect opinions from relevant subjects (business community, business associations, ministries, branches and localities) in many forms such as: collecting opinions in writing, organizing seminars, posting on the electronic information portal of the Government, Ministry of Finance , and Customs Department. Thanks to that, policies are built on a practical basis, closely following production and business needs and minimizing procedural burdens for people and businesses. This clearly demonstrates the spirit of "policy serving practice, serving development".

In addition, the Customs authority has also proactively reviewed, cut down and simplified administrative procedures, shortened customs clearance time, simplified documents, and reduced direct contact between officials and businesses. The deployment of modern systems such as VNACCS/VCIS, the National Single Window, the ASEAN Single Window, and the roadmap for building Digital Customs - Smart Customs, has created a breakthrough in management, both improving the efficiency of budget revenue and expenditure and maximizing convenience for import and export activities.

The Customs Department continues to organize and implement the plan to reduce and simplify administrative procedures related to production and business activities approved by the Prime Minister in Decision No. 1848/QD-TTg dated August 27, 2025, and approved by the Ministry of Finance in Decision No. 2421/QD-BTC dated July 9, 2025 to ensure the set schedule.

In particular, the Customs Department regularly organizes conferences, seminars, and dialogues with businesses to listen to and resolve difficulties, especially in areas such as customs clearance procedures, tax refunds, post-clearance inspections, or implementing preferential policies. Channels for receiving information and feedback such as hotlines and electronic information portals are regularly maintained, demonstrating a spirit of transparent, professional, and responsible service. Currently, the Customs Department regularly maintains periodic meetings with the Japan Chamber of Commerce (JCCI), the Vietnam Business Forum Alliance (VBF), and organizes dialogues twice a year with the Korean Business Association...

In addition, the Customs sector has shifted from document and record checking to management using technology, big data and risk analysis. This approach ensures strict management, prevents fraud and smuggling, and creates favorable conditions for businesses to comply with regulations, reducing costs and customs clearance time.

The Customs Department will also build a team of professional, honest, and dedicated customs officers. Political education, ideology, and public service discipline will be strengthened, aiming to build the image of a "disciplined - professional - dedicated - creative" customs officer, taking the satisfaction of people and businesses as a measure of quality.

Continue to review, reduce and simplify administrative procedures in the Customs sector.

Currently, the Customs authority is actively reviewing and drafting legal documents drafted by the Customs authority and legal documents related to the customs sector for submission to competent authorities for promulgation.

Accordingly, the Customs Department has conducted a comprehensive review of all 214 administrative procedures directly performed by the Customs agency and 29 business conditions under the management of the Customs Department, proposed options to reduce and simplify regulations related to business activities, and reported to the Ministry of Finance and the Government for approval according to their authority.

Based on the proposal of the Customs Department, the Ministry of Finance issued Decision No. 2421/QD-BTC of the Minister of Finance approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Finance in 2025 (including the plan to reduce and simplify 39 administrative procedures in the Customs sector) and submitted to the Government for issuance of Decision No. 1848/QD-TTg approving the plan to reduce and simplify administrative procedures in the financial sector under the approval authority of the Government and the Prime Minister (including the plan to reduce and simplify 39 administrative procedures in the Customs sector and abolish 15 unnecessary business conditions).

In addition, in a total of 99 legal documents in the customs field that must be reviewed (including: 2 Laws, 13 Decrees, 15 Decisions of the Prime Minister, 49 Circulars, 17 Joint Circulars, 2 Decisions of the Minister of Finance; 1 Decision of the Director General of the General Department of Customs (now the Director of the Customs Department), these legal documents are related to all areas of customs operations such as: customs inspection and supervision; taxes on imported and exported goods; risk management; anti-smuggling investigation; post-clearance inspection; handling of violations; information technology.

The Customs Department aims to effectively review and implement Resolution 18-NQ/TW dated October 25, 2017 of the Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. In particular, focusing on promoting decentralization and delegation of power; reforming administrative procedures; removing difficulties for businesses towards implementing the model of Digital Customs and Smart Customs.

The review of documents will be the basis for perfecting legal documents in the customs field and related to the customs field to facilitate people and businesses towards a green import-export environment./.
