Director of the General Statistics Office Nguyen Thi Huong said that in September, the country had 16,800 newly established enterprises with 165,700 billion VND in registered capital and 97,000 employees.
Compared to August, this number decreased sharply, but compared to the same period last year, it increased by nearly 50% in the number of enterprises, 79% in capital and 54% in labor.

In the first 9 months, the number of newly established enterprises increased by 18.9% in quantity, 22.6% in capital and 18.9% in labor. The average registered capital reached 9.8 billion VND per enterprise, 3.1% higher than the same period in 2024. The total capital added to the economy reached 4.7 million billion VND, more than doubled.
In addition, 86,400 enterprises returned to operation, an increase of more than 41%. In total, 231,300 enterprises entered and returned to the market, an increase of 26.4% over the same period, an average of 25,700 enterprises per month.
On the other hand, 99,500 enterprises temporarily suspended operations (up 14.5%), 53,200 suspended operations pending dissolution (down 13.5%) and 22,300 completed dissolution procedures (up 45%). On average, about 19,400 enterprises left the market each month.
According to the leader of the General Statistics Office, the number of businesses joining is higher than the number of businesses withdrawing, showing that the business environment is improving, partly thanks to the motivation from Resolution 68-NQ/TW on strongly developing the private economy.
The survey on business trends in the third quarter of 2025 also reflected positive signals: 33.6% of processing and manufacturing enterprises assessed the situation as better than in the second quarter; 44.2% stable; only 22.2% facing difficulties. Forecasting the fourth quarter, nearly 41% expected improved results, 41.7% stable and 17.5% worried about more difficulties.
