
The People's Committee of Tran Bien Ward, Dong Nai Province, said that in the ward, there are currently many key projects and works facing difficulties in site clearance. Among them, the biggest problem is the resettlement arrangement for households whose land was recovered to implement the projects.
Specifically, the Cai River Road project currently has hundreds of households waiting to be resettled. The reason is that when the project was implemented, the resettlement plan would arrange affected households to resettlement areas in the old Bien Hoa City. However, after implementing the 2-level government model, many resettlement areas are no longer under the management of Tran Bien Ward but are located in other wards.
According to the new regulations, Tran Bien ward cannot approve the resettlement arrangement for households in the project area in the ward to resettlement areas in other wards as a basis for approving compensation and support plans. Therefore, the resettlement arrangement faces many difficulties, affecting the progress of site clearance of the projects.
This is also a common problem for the other 8 wards that were rearranged based on the administrative boundaries of the old Bien Hoa City.

Dong Nai Province Land Fund Development Center said that according to regulations on the division of authority of local authorities at 2 levels, decentralization and decentralization in the land sector, land management at the local level is managed by the competent land management agency at the commune level.
However, there are problems and shortcomings in allocating resettlement land funds according to this regulation. Specifically, localities with resettlement land funds will only assign resettlement land to projects in that ward or commune for management. This leads to a situation where localities have many resettlement land funds and many resettlement areas but few land acquisition projects, so there is no need to allocate them. Meanwhile, localities with few resettlement land funds but many projects that must acquire land will lack resettlement land funds.
From the above problems, the Dong Nai Provincial Land Fund Development Center recommends that the Provincial People's Committee continue to assign the Bien Hoa Branch of the Land Fund Development Center to receive, monitor, manage and coordinate with the Ward People's Committees in arranging resettlement for the previous resettlement areas. This is to ensure the progress of public investment disbursement as well as resettlement arrangement for projects previously allocated by the People's Committee of the old Bien Hoa City to be continuous and uninterrupted.
Currently, the Dong Nai Province Land Fund Development Center, Bien Hoa branch, is carrying out land acquisition and site clearance for about 40 projects in 9 wards including: Tran Bien, Bien Hoa, Trang Dai, Tam Hiep, Ho Nai, Long Binh, Long Hung, Phuoc Tan and Tam Phuoc.

According to calculations, the resettlement demand for these projects is nearly 2,400 resettlement lots and 501 social housing units.
Meanwhile, the remaining vacant land fund for resettlement in 9 wards is about 386 lots. However, these lots are located in different wards and are not suitable for the land acquisition area for project implementation, so people have not agreed with the resettlement arrangement plan. This is a major difficulty in mobilizing people to hand over the land.
To resolve the above difficulties and problems, the Dong Nai Provincial Land Fund Development Center recommends that the Provincial People's Committee direct departments, branches and functional units to urgently submit and appraise legal documents on planning to build infrastructure for 4 resettlement areas including: 3ha resettlement area in Tam Hiep ward (old Binh Da ward); Tam Hiep ward resettlement area; 6.3ha Buu Long commercial and resettlement residential area and residential area serving Tran Bien ward resettlement.
